I would like to express my heartfelt thanks to all the victims of violence who agreed to
share their personal experiences with me, as well as to the many inspirational men and women I
met who are struggling for the betterment of their society against strong odds. I am also grateful
to the Human Rights Commission for the excellent cooperation extended to me during the
mission.

professionals agree that the provision of one joint service, while observing societal sensitivities,
such as for separate gynaecological care, allows for efficient use of resources and delivery of
better quality services.
III. WOMEN’S STATUS
19. (...) While, according to law, women have the right to undergo any other medical operation,
open a business, perform financial transactions, own property, inherit, and choose their education
without a male guardian’s approval or presence - in practice the exercise of such rights can be
arbitrarily restricted depending on the practice adopted by a particular institution or the
understanding of the individual in charge.

The new national development roadmap articulates the pertinent priorities that befit
the new context, needs, and human betterment ideals of the society. The 9 strategic programs
in the road-map aim at creating macro-economic growth and stability, effective
reorganization through institutional, organizational and administrative consolidation, and the
strengthening of the political process of nation-building. (...) Despite the prevailing situation and dynamics outlined above, Eritrea is better placed
to funnel all its material and human capital towards meaningful and sustainable development.
Its track record of the past 30 years illustrates that the country has and can achieve inclusive
and rapid economic growth predicated on social justice, promotion of equal rights and
opportunities sanctioned by national law while focusing on human dignity, betterment of life,

Numerous reports indicate
that some doctors, hospital directors, anaesthesiologists and auxiliary medical personnel
such as midwives and nurses invoke the conscientious objection clause in refusing to
perform abortions, and do not comply with their legal obligations under the Act of 5
December 1996 on the profession of physician and dentist, to refer women to other
providers who will perform the termination of pregnancy.30
52. (...) Furthermore, as conscientious objection is not
recorded or registered, there are no records of the number of health providers who invoke
the conscientious objection clause in cases when they are asked to perform a termination of
pregnancy. There are no records either of health providers who would perform abortions.
(...) Although the case met all the necessary legal requirements for legal abortion on criminal
grounds, several hospitals and health care workers refused to perform an abortion,
ostensibly on the grounds of conscientious objection.

Proposals included: (a) the
international community agreeing on a standard definition of private military and security
companies, identifying in what context they operate, and deciding what duties they should or
should not perform; (b) transforming voluntary codes of conduct into binding codes;
(c) instituting an effective vetting system of private military and security company employees;
(d) the international community appointing an independent international ‘PMSC Ombudsman’
who would receive complaints from all interested stakeholders regarding the activities of private
military and security companies and perform preliminary investigations to help decide which
complaints deserved further attention, keeping such allegations in the public eye; (e) establishing
a civil arbitration panel to hear complaints against private military and security companies and
developing an international criminal code applicable to private military and security companies
on the model of the International Criminal Code.

According to Rubenberg (2001), “with the
enactment of masculinity challenged daily by an occupation that deprives men of the sources of
their gender identity - land and the ability to support and defend their families - women’s status
as markers of family honour and respectability has been enhanced”.34 The failure to perform in
accordance with the requirements of traditional patriarchal society is said to result in increased
frustration on the men’s part, which often leads to violence in the home.
