Over 75 per cent of all evaluation ratings are moderately satisfactory or better in the period 2007-2015. The move to direct supervision, wider country presence and tighter portfolio management, and the introduction of an arm’s-length quality assurance system, are some of the major changes that have contributed to IFAD’s better performance as a partner. IFAD operations also score high in Members of the community-owned savings and credit cooperative in Zirobwe village, Luwero district, Uganda, save and borrow money to fi nance their microenterprise agricultural rural activities. (...) These are the two weakest performing evaluation criteria. Government performance as a partner has also not shown much improvement over time. (...) Benchmarking shows that the performance of IFAD operations is generally on a par with the agriculture-sector operations of the World Bank globally, similar to that of the African Development Bank in Africa, and better than the Asian Development Bank in Asia and the Pacifi c.

Rural poverty impact was rated as high or substantial in 48% of projects, and partner performance as high or substantial in 42%. About 58% of the projects evaluated between 2002 and 2004 obtained an overall performance rating of high or substantial. (...) Projects in low-income countries with better policy and institu- tional environments tend to perform significantly better than those in poorer environments. Projects in Asia have performed uniformly well, while those in middle-income countries have performed relatively poorly with respect to rural poverty impact. • Performance shortfalls can often be attributed to the quality of project design and implementation support.
