UNECE re-launched its High-Performance Buildings Initiative at COP-26 to deliver on the Paris Agreement and the 2030 Agenda for Sustainable Development. (...) The built environment and construction sector are central to tackling climate change as buildings consume 70% of electricity globally and account for 40% of CO2 emissions. High-performance buildings use minimal amounts of energy for heating, cooling, lighting, and ventilation, feature high performing systems and advanced information and communication technology, connect with systems for transport, water and waste management, and the other services that buildings offer. (...) The International Centres of Excellence are a network of community-focused organisations that engage local professional, regulatory, and policy actors to raise the performance of the buildings supply chain globally.

1 Introduction

The deblocking filter of H.263 seems to be attractive due to its combination of low complexity and coding performance. On the other hand, there are more complex filters that provide better performance. (...) Some of the characteristics of the Nokia filter compared to the one in H.263:
· A more detailed analysis of pixel values are performed before filtering
· Longer filters (3,5,7 taps) are used for smoother result
· Due to more powerful in-loop filter there seems to be less need for postfiltering
Hence a deblocking filter suitable for 4x4 structure was designed with an aim of better subjective as well as objective performance compared to the deblocking filter of H.263.
2 The experiment
The complete filter description is given in q15j28.doc section 4.5. (...) It also does separate analysis of pixel values on both sides of the boundary for better performance. RD plots are given in q15j27.xls showing that the declocking filter gives objective gain compared to TML (which have a simpler deblocking filter for intra frames and no filtering for inter frames).

Analysis of these datasets suggests that the performance of IFAD-assisted operations is considerably better than ADB’s in the Asia and the Pacifi c region since 2000, and broadly similar to World Bank operations globally. However, it could be argued that the performance of IFAD operations is better than that of the World Bank as well, given the challenging rural and remote contexts in which IFAD operates and the nature of activities it fi nances. Finally, the performance of IFAD operations is somewhat better than the African Development Bank (AfDB) in Africa, as revealed by the joint evaluation with AfDB on agriculture in Africa done a few years ago.
