Government performance in IFAD-supported operations (2010-2020)

The Independent Office of Evaluation of IFAD (IOE) has prepared an evaluation synthesis report on “Government performance in IFAD-supported operations (2010-2020)".
(...) The reasons for lagging government performance are not well documented and understood, and there are significant knowledge gaps on the factors driving government performance. However, the synthesis did gain important insight in this respect, learning for example that governments perform better if they have ownership of the programme, and if continuous learning and adaptation are adequately supported.

The report confirms that overall, the performance of IFAD operations has been positive, with some exceptions. In the recent period (2016-18), 72 per cent of IFAD-supported projects have been rated moderately satisfactory or better on Overall Project Achievement criterion. Over 80 per cent of projects assessed against the criteria of relevance, IFAD’s performance as a partner and environment and natural resources management have scored moderately satisfactory or better during the same period.
The 2020 ARRI notes that the ratings for environment and natural resources management, and adaptation to climate change, have performed well, mostly rising since 2010-2012. However, the report also highlights that the portfolio performance trend is flat or declining in five criteria in the past five years, most significantly for government performance as a partner.

Road Safety Performance Review Workshop: “UN Transport Legal Instruments – a tool for better Road Safety Management”
As part of its ongoing mission to improve road safety, UNECE, in cooperation with the Special Envoy’s Secretariat and UNECA, held a three-day workshop on Road Safety Performance Reviews during 5-7 July 2017 in Palais des Nations. (...) It promoted policy dialogue on improving road safety, offering a valuable opportunity to learn from best practices and the experiences of other countries, and provided representatives with a chance to discuss progress in preparation of Road Safety Performance Reviews (RSPR). Earlier this year, the Special Envoy launched RSPRs in Cameroon and Uganda, aimed at identifying gaps in national, legal, and regulatory frameworks and compliance with the United Nations road safety legal instruments.
