There was general agreement among participants that monitoring, evaluating and reporting should be the main functions of national rapporteurs and equivalent mechanisms. (...) Concern was expressed that when national coordinating mechanisms played the role of national rapporteurs, the independence of their monitoring and evaluating functions might be jeopardized. Another argument in favour of separating the coordinating and monitoring functions was that it would increase the effectiveness of the monitoring function.
