REPORT OF THE SPECIAL RAPPORTEUR ON EXTREME POVERTY AND HUMAN RIGHTS ON HIS MISSION TO THE UNITED STATES OF AMERICA : NOTE / BY THE SECRETARIAT
The United States has one of the highest poverty and inequality levels
among the OECD countries, and the Stanford Center on Inequality and Poverty ranks it
18th out of 21 wealthy countries in terms of labour markets, poverty rates, safety nets,
wealth inequality and economic mobility. (...) It also assumes that the jobs they could get will make
them independent of state assistance.
30. In reality, the job market for such people is extraordinarily limited, and even more
so for those without basic forms of social protection and support. (...) Another practice that affects the poor almost exclusively is that of setting large bail
bonds for a defendant who seeks to go free pending trial.

REPORT OF THE SPECIAL RAPPORTEUR ON ADEQUATE HOUSING AS A COMPONENT OF THE RIGHT TO AN ADEQUATE STANDARD OF LIVING, AND ON THE RIGHT TO NON-DISCRIMINATION IN THIS CONTEXT, RAQUEL ROLNIK : ADDENDUM
In the former instance, its use is limited to a specific housing development; in the
latter case beneficiaries are free to choose a housing unit on the private market from a
landlord who accepts the vouchers. (...) Subsequently various
states and local jurisdictions instituted rent control measures and many still exist today.32
This rental stock is facing growing pressure from real estate markets, and more recently
from the threat of “predatory equity”.
45. (...) Given the downturn in the real estate market, there exists a high risk that such
mortgages will default, and the Special Rapporteur heard reports of investors simply
walking away, leaving the building to the bank, and tenants with uncertain futures.

ECONOMIC AND SOCIAL COUNCIL OFFICIAL RECORDS, 9TH SESSION : 333TH MEETING, HELD AT THE PALAIS DES NATIONS, GENEVA, ON WEDNESDAY, 10 AUGUST 1949
Other reasons why unemployment was spreading
· in capitalist countries were that monopolists were
preventing the people from buying goods at fair
prices, and that United States goods were flooding
foreign markets. The Council should take effective
measures to combat unemployment, since, as the
evil spread, more and more people in capitalist
countries were suffering from its effects.

had declined steadily from the end of the war·
until 1g48, and had then fallen off steeply. (...) In Italy, as in
Belgium, more than one-tenth of the total labow
force was unemployed, largely as a result of the
flooding of their markets with United States goods.
It had been stated that in Denmark there were
go% more u'nemployed in 1g4g than in 1g48, but
the official unemployment statistics did not
include uninsured workers.
