For example, international financial institutions are increasing the capacity of borrowers to resolve issues at the project level before they escalate into larger conflicts or cause more harm. (...) Some already strongly encourage their borrowers to establish grievance mechanisms; (f) Investor and customer demands: socially responsible investors and customers could start to demand that companies have grievance mechanisms in place; (g) Reporting requirements: State-mandated requirements on transparency and reporting, as well as the prevalence of reporting frameworks, such as the Global Reporting Initiative, could create incentives for companies to consider grievance mechanisms, especially if companies are required to report on whether they have such mechanisms in place; (h) Certification or industry/multi-sector initiatives: if certification schemes related to responsible business conduct or industry/multi-sector initiatives require companies to have grievance mechanisms in place, that could serve as a powerful motivator; (i) Building trust and legitimacy: especially where companies and communities have to coexist for a long time, the desire to build trust and transform relationships can be an incentive to engage; (j) Workshop participants agreed that the most important incentive for affected stakeholders to participate in operational-level grievance mechanisms would be to see solid evidence of just, favourable and transparent outcomes from such mechanisms.

Throughout the United Kingdom, credit for homeownership was promoted via schemes such as Mortgage Interest Relief at Source (MIRAS (1969 to 2000)), which allowed borrowers tax relief for interest payments on their mortgage.23 Credit loans for the purchase of homes became the leading housing policy tool, increasingly linking the housing and financial sectors. The steady increase in prices in the long term, and the volatile conditions in the short run, have led to a reduction in access and affordability for middle- and low-income households, and has exposed some borrowers to increased risks. Some argue that house- price volatility is the result of measures taken since the 1980s by which the Government “pursued economic restructuring through privatisation and financialisation, thus altering the norms of provision.

He urges the Government to use its influence in multilateral institutions, such as the __________ 22 Japan’s Official Development Assistance White Paper 2011, p. 141. 23 The Government was concerned that debt cancellation would reduce the credibility of developing countries and limit their ability to borrow from international financial markets. In addition, article 8 of the Japanese Finance Act prohibited cancelling a part or all of any country’s debt unless new legislation was passed requiring parliamentary approval for any debt cancellation. According to the guidelines, partner countries, borrowers or other project proponents bear ultimate responsibility for environmental and social considerations of projects, but both agencies encourage their partners to take remedial measures to address the social and environmental impacts of the projects that they support. 38.

In the case of MIVIVIENDA, the Government is trying to stimulate a housing market for the middle-income segment by providing credit resources to banks, which in turn would channel resources to borrowers. With more than 3,000 credits given in 2002 and 8,000 more credits planned in 2003, the Government reports that the programme is progressing well and the market has already shown positive reaction.
