She was further informed
of human rights training conducted for the State apparatus, i.e. the police, military and executive,
reportedly with the assistance of several NGOs, the International Organization for Migration
(IOM) and the United Nations High Commissioner for Refugees (UNHCR), to increase human
rights understanding. (...) The Special Representative gathered a number of cases of abuses
pertaining to corruption within the State apparatus, rights of national and migrant workers, rights
of indigenous peoples over natural resources, and land rights of farmers.

48. The Working Group is also concerned about the lack of prosecution of dozos who
committed human rights violations during the conflicts and was informed that only two had been
prosecuted through judicial proceedings. (...) While senior comzones (former commanders and
combatants) have been given official appointments within the State and security apparatus, the
issue of parallel chains of command, notably between comzones and other Forces républicaines
elements, constitute a major challenge to the development of an effective, cohesive and
professional national army in Côte d’Ivoire.

She warned about the chronic lack of funding of the Commission and
the lack of visibility within the State apparatus and parts of civil society.21
53. In May 2013, the Commission was reaccredited with A status by the International
Coordinating Committee of National Human Rights Institutions, with some
recommendations made by the Subcommittee on Accreditation.
54. (...) She was also discouraged to learn that defenders
do not always report their issues to the Commission owing to a lack of trust in the
institution and, generally, the State apparatus. The Special Rapporteur believes that the
focal point should be fully institutionalized within the Commission to make it operational
and effective.
59. (...) In 2010, the Head of State filed defamation suits against three press organizations
(Freedom, L’Independant Express and the weekly La Laterne) for publishing information
denouncing corruption within the State apparatus. They were charged with “spreading false
news”, “defamation” and “attack on honour”, offences under the Criminal Code and the
Press Code.

The current structure of the country’s police apparatus is not conducive to its control
and oversight either, since 92 per cent of the country’s approximately 420,000 police
officers work in the state and municipal forces. (...) The Federal Government is seeking to overhaul this
apparatus by establishing a single leadership structure in each state as a means of increasing
the professional stature of the police force and strengthening oversight and accountability.
56. (...) Apart from differences in legal training, the quality of the services rendered by
legal professionals also has to do with other factors, such as the presence of procedures for
establishing responsibility and accountability, and with the application of strict ethical
standards in the profession. No such structural apparatus for practitioners of the legal
profession appears to be in place.
