In his previous report, the Special Rapporteur expressed grave concerns about the activities of various entities of the security apparatus, and the secrecy and impunity in which they operated. (...) The Special Rapporteur also received inconclusive accounts about whether those who served in the DSS had been dismissed, forced to retire or simply moved to new positions inside the Ministry of the Interior or other parts of the State security apparatus. While the abolition of these two bodies is a welcome step, it does not amount to holding individual members of these entities to account for the crimes they have committed. 26. (...) While welcoming the dissolution of the infamous DSS and the “political police”, the Special Rapporteur insists that it is imperative that the reform of the security apparatus of Tunisia continue as speedily as possible and that further steps be taken to ensure that officials who were implicated in human rights violations no longer hold public office.

They not only fought alongside the rebels, but also undertook functions normally attributed to elements of the State apparatus, such as the police and the gendarmerie. (...) In some cases, dozos have even acted on the instruction or under the control of some elements of the security forces or the administrative authorities and were found within the national security apparatus of the State. 48. The Working Group is also concerned about the lack of prosecution of dozos who committed human rights violations during the conflicts and was informed that only two had been prosecuted through judicial proceedings. (...) While senior comzones (former commanders and combatants) have been given official appointments within the State and security apparatus, the issue of parallel chains of command, notably between comzones and other Forces républicaines elements, constitute a major challenge to the development of an effective, cohesive and professional national army in Côte d’Ivoire.

The GoI virtually held national consultations with civil societies on 10 August 2021 and 2 June 2022. 3 The 4th generation of NAP-HR, which covered the period of 2015-2019 (and extended to 2020), has been concluded. 4 Constitutional Court's decision No. 91/PUU/18 of 2020. 5 7 (seven) strategies: (1) regulation and laws concerning child violence, (2) implementation of child violence prevention, (3) the provision of services for children from violence in a timely, comprehensive and integrated manner (4) strengthening cooperation in the prevention and provision of services for children from violence, (5) law enforcement measures, (6) recording and reporting systems for handling child violence and (7) improving coordination, monitoring, evaluation, and reporting on the implementation of prevention and service provision for children from violence. 6 Letter of the Minister of Home Affairs No. 188.34/1158/OTDA (19 February 2019), No. 4574/OTDA (August 2019), No. 188.34/4483/OTDA (19 August 2019). 7 Presidential Regulation No. 68/2020. 8 36 protocols and technical guidelines mainstream women and children’s issues. 19 protocols are specifically related to women and children. 9 Indonesia serves as Co-Chairs of COVAX Advanced Market Commitment (AMC) Engagement Group with Canada and Ethiopia, which aims to help facilitate the global distribution of 2 billion COVID-19 vaccines to 20% of the high-risk population in 92 countries in 2021. 10 In article 8 paragraph (3) of the Health Minister Regulation No. 84/2020, it is stated that vaccine recipient priority groups are: (a) Healthcare workers, healthcare worker assistants, supporting workers in Health Service Facilities, the Indonesian Army, the Indonesian Police, law apparatus, and other public service officials; (b) Public/religious figures, strategic economy actors, sub-district apparatus, village apparatus, and Neighborhood/Resident Unit apparatus; (c) Teachers of play group/kindergarten, Elementary, Junior High School, Senior High School or their equivalent, and universities; (d) Ministry/institution apparatus, regional government organization apparatus, and members of the legislative; (e) people vulnerable from the aspects of geospatial, social and economy. 11 The percentage figures in brackets indicate the percentage of total vaccinations per vaccination target population.

She warned about the chronic lack of funding of the Commission and the lack of visibility within the State apparatus and parts of civil society.21 53. In May 2013, the Commission was reaccredited with A status by the International Coordinating Committee of National Human Rights Institutions, with some recommendations made by the Subcommittee on Accreditation. 54. (...) She was also discouraged to learn that defenders do not always report their issues to the Commission owing to a lack of trust in the institution and, generally, the State apparatus. The Special Rapporteur believes that the focal point should be fully institutionalized within the Commission to make it operational and effective. 59. (...) In 2010, the Head of State filed defamation suits against three press organizations (Freedom, L’Independant Express and the weekly La Laterne) for publishing information denouncing corruption within the State apparatus. They were charged with “spreading false news”, “defamation” and “attack on honour”, offences under the Criminal Code and the Press Code.

The current structure of the country’s police apparatus is not conducive to its control and oversight either, since 92 per cent of the country’s approximately 420,000 police officers work in the state and municipal forces. (...) A/HRC/17/30/Add.3 14 GE.11-12932 apparatus by establishing a single leadership structure in each state as a means of increasing the professional stature of the police force and strengthening oversight and accountability. 56. (...) Apart from differences in legal training, the quality of the services rendered by legal professionals also has to do with other factors, such as the presence of procedures for establishing responsibility and accountability, and with the application of strict ethical standards in the profession. No such structural apparatus for practitioners of the legal profession appears to be in place.
