The Special Rapporteur was impressed by the capacity of people to cope with the intermittent supply of water, including by reusing used water. (...) The Special Rapporteur is therefore of the view that the Government has the legal obligation to take further steps to ensure that the intermittent supply of water satisfies the needs of everybody; it should tailor solutions to those who do not have enough storage capacity to cope with a weekly or bi-weekly supply of water.
