It is of concern that for example in Cipinang prison poor newly arrived persons have to camp in huge halls for several months before being transferred to a proper cell, which may constitute inhuman treatment. Cipinang prison is also a showcase for discrimination in the prison system, resulting from omnipresent corruption with relatively clean and comfortable cells for those who can pay, whereas poor detainees have to sleep in heavily overcrowded halls or cells, on mats they brought from home, on the ground. (...) In Cipinang prison, conditions in overcrowded punishment cells amounted to inhuman treatment (see appendix). (...) Some cells were overcrowded and some facilities lacked fresh air, natural light and adequate sanitary facilities.

In general, they consist of cells containing three to eight beds and do not allow for much movement (convicts are usually confined to their cells for 23 hours a day), with one hour of exercise together with their cellmates in tiny courtyards with walls all around and bars above. Although there is running water in most isolator cells and the sanitary facilities have been renovated, many still do not allow for much privacy. (...) Moreover, in many cases, sanitary facilities need improvement: toilets in cells are often open and do not allow for much privacy, and only one shower a week is authorized. 32.
