COVID-19: ILO helps keep reconstruction workers safe and healthy after Beirut blast The ILO is promoting occupational safety and health standards for the protection of those involved in the demolition and reconstruction of buildings affected by Beirut explosion. (...) In commitment to its core mandate to promote decent working conditions and ensure that proper occupational safety and health (OSH) measures are implemented, the ILO has been concentrating many of its immediate efforts on the ongoing voluntary emergency, rubble-cleaning and reconstruction works. The ILO is supporting the Lebanese Order of Engineers and Architects (OEA) and the Lebanon Grassroots Initiative (LGI) by providing them with one thousand sets of Personal Protective Equipment (PPEs). (...) The programme aimed to promote safety and health standards and prevent work-related accidents, injuries, and infections during activities relating to damage assessment, demolition and reconstruction of buildings affected by the blast. The ILO made this much needed and timely initiative possible through funds provided by its Employment Intensive Infrastructure Programme (EIIP) , funded by Germany through the German Development Bank (KfW), as well as through mobilizing its own programme funds.

“Enabling the community in Gaza to access decent work opportunities is the economic brick and mortar of sustainable development and is as much a necessity as the physical reconstruction effort,” said Mounir Kleibo, the ILO Representative in Jerusalem. “That is why targeted interventions such as those launched by the ILO are intrinsic to restore dignity to the people of Gaza and trust in the process of reconstruction.” ILO-funded projects launched on Monday included a partnership with the Islamic University of Gaza to improve employability among engineering students as well as persons with disabilities. (...) At the Cairo Conference on Palestine in October 2014, countries around the world pledged US$5.4 billion towards the physical and economic reconstruction of Gaza. However, funding has fallen well short of pledges and the United Nations has called upon donors to fulfil their commitments.

Besides opening doors for these students and teachers, the KAB project was able to develop new topics related to green enterprises and decent work; mainstream gender and disability concepts; train, assess and certify 13 trainers as national KAB facilitators who can teach KAB without ILO supervision; and deliver certificates to 549 students who completed the KAB course.

This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. (...) Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability.
