S/2020/460 2/4 20-07235 Приложение к письму Председателя Совета Безопасности от 29 мая 2020 года на имя Генерального секретаря и постоянных представителей членов Совета Безопасности Resolution 2522 (2020) Adopted by the Security Council on 29 May 2020 The Security Council, Recalling all its previous relevant resolutions on Iraq, in particular 1500 (2003), 1546 (2004), 1557 (2004), 1619 (2005), 1700 (2006), 1770 (2007), 1830 (2008), 1883 (2009), 1936 (2010), 2001 (2011), 2061 (2012), 2110 (2013), 2169 (2014), 2233 (2015), 2299 (2016), 2379 (2017), 2421 (2018), 2470 (2019), and reiterating resolu- tion 2107 (2013) on the situation between Iraq and Kuwait, and the values set forth in 2367 (2017), Reaffirming the independence, sovereignty, unity, and territorial integrity of Iraq, and emphasizing the importance of the stability, prosperity, and security of Iraq for the people of Iraq, the region, and the international community, particularly in light of Iraq’s territorial victory over the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh), Supporting Iraq in addressing the challenges it faces as it continues its stabili- zation efforts, including the ongoing fight against terrorism and ISIL, Al -Qaida and their affiliates, and continues the task of recovery, reconstruction and reconcil iation, including the requirement to meet the needs of all Iraqis, including women, youth, children, displaced persons, and persons belonging to ethnic and religious minorities, Welcoming efforts by the Government of Iraq to urgently deliver meaningful reforms aimed at meeting the Iraqi people’s legitimate demands to address corruption, deliver essential and basic services, diversify its economy, create jobs, improve gov- ernance, and strengthen viable and responsive state institutions, Commending the Government of Iraq’s efforts to plan and execute genuinely free and fair Iraqi-led, Iraqi-owned elections that are inclusive, credible, and partici- patory; and welcoming the Government of Iraq’s request for further UN electoral ad- vice, support, and technical assistance in this regard, including through the good of- fices of the Special Representative of the Secretary-General, Calling on the international community to remain strongly committed to provid- ing support to Iraq for its humanitarian, stabilization, reconstruction, and develop- ment efforts, 1. Decides further that the Special Representative of the Secretary-General and UNAMI, at the request of the Government of Iraq, and taking into account the letter from the Acting Minister of Foreign Affairs of Iraq to the Secretary-General (S/2020/448), shall (a) prioritize the provision of advice, support, and assistance to the Govern- ment and people of Iraq on advancing inclusive, political dialogue and national and community-level reconciliation; (b) further advise, support, and assist: S/2020/460 20-07235 3/4 (i) the Government of Iraq and the Independent High Electoral Commission with efforts to plan and execute genuinely free and fair Iraqi-led, Iraqi-owned elections and referenda, including through regular technical reviews and de- tailed reporting on electoral preparations and processes, as part of the Secretary- General's regular reporting cycle; (ii) the Government of Iraq and the Council of Representatives on constitu- tional review, the implementation of constitutional provisions, as well as on the development of processes acceptable to the Government of Iraq to resolve dis- puted internal boundaries; (iii) the Government of Iraq with progress on security sector reform, including by prioritizing the planning, funding, and implementation of efforts to strengthen state control and reintegration programmes for former members of armed groups, where and as appropriate, in coordination with other multinational en- tities; (iv) the Government of Iraq on facilitating regional dialogue and cooperation, in- cluding on issues of border security, energy, trade, environment, water, infra- structure, public health, and refugees; (c) promote, support, and facilitate, in coordination with the Government of Iraq: (i) the coordination and delivery of humanitarian assistance and the safe, or- derly, and voluntary return or local integration, as appropriate, of refugees and displaced persons, including through the efforts of the UN Country Team; (ii) the coordination and implementation of programmes to improve Iraq ’s ca- pacity to provide effective essential civil and social services, including health care and education, for its people and continue to support Iraq’s active regional and international donor coordination of critical reconstruction and assistance programmes, including through effective follow-up of international pledges; (iii) Iraqi, World Bank, International Monetary Fund, and other efforts on economic reform, capacity-building and setting conditions for sustainable development and recovery and reconstruction including in areas affected by terrorism, includ- ing through coordination with national and regional organizations and, as ap- propriate, civil society, donors, and other international institutions; (iv) the contributions of UN agencies, funds, and programmes to the objectives out- lined in this resolution under the unified leadership of the Secretary-General through the Special Representative for Iraq, supported by their designated Dep- uty; (d) promote accountability and the protection of human rights, and judicial and legal reform, with full respect for the sovereignty of Iraq, in order to strengthen the rule of law and improve governance in Iraq, in addition to supporting the work of the UN Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL (UNITAD) established in resolution 2379 (2017); (e) approach gender mainstreaming as a crosscutting issue throughout its mandate and to advise and assist the Government of Iraq in ensuring the full, equal and meaningful participation, involvement and representation of women at all levels; (f) and assist Government of Iraq and UN Country Team efforts to strengthen child protection, including the rehabilitation and reintegration of children; S/2020/460 4/4 20-07235 3.

The reconstruction of houses is carried out mostly in partnership with United Nations agencies or international organizations. Basic infrastructure and public buildings are expected to be finished in 2007. Overall reconstruction, however, especially the reconstruction of housing units, seems to be far from completion. The estimated completion of these reconstruction efforts vary greatly, even among officials.

The Right to Information Act No 12 of 2016 was passed by Parliament and certified on 4th August 2016 and the 19th Amendment to the Constitution was passed by Parliament and certified on 15th May 2015. (...) They have played an integral, effective and responsible role in much of the post conflict developments and reconstruction in Sri Lanka and made an active and invaluable contribution to de-mining the former conflict areas. (...) All destroyed sites in the Eastern Province were of a particular religious community which calls for the involvement of its clergy to provide expert guidance on conservation, protection and reconstruction of these monuments as well as for giving a comprehensive understanding about the value of these sites.

In 2012, the Government launched a global reconstruction plan of action aimed at solving insecurity of tenure, environmental degradation and improving urban planning. Almost five years after the earthquake, planned reconstruction has yet to happen, in a coherent manner, on the basis of a comprehensive strategy. (...) The aim of UCLBP is to coordinate and implement public construction and housing policies; encourage private investment for the reconstruction of areas damaged by the earthquake and lead the post-earthquake reconstruction strategy. 25.

From 1992 to 1996, reconstruction of housing damaged or destroyed by conflict, State participation therein and individual eligibility thereof were governed by the Act on the Financing of Reconstruction, the Act on Loans for Reconstruction of Properties Damaged and Destroyed in the War, and the Act on the Designation of War Damage, accompanied by Regulations on areas where funds were to be spent according to the Financing Act, and on organizing and financing reconstruction of war-damaged family homes and economic facilities which sustained the most severe damage. (...) Amendments to the Reconstruction Act in 2000 removed much of this character, and provided a more standard practice for processing reconstruction requests through the provision of clearer procedural rules. (...) At the central level, dominant roles were played by the Ministry for Development and Reconstruction, subsequently the Ministry for Public Works, Reconstruction and Construction and then the Ministry for Maritime Affairs, Tourism Transport and Development.

Termination of a TIR operation shall be certified by the Customs authorities without delay. Termination of a TIR operation may be certified without or with reservation: where termination is certified with reservation this shall be on account of facts connected with the TIR operation itself. (...) Modify in box 26 on voucher No.2 the words “Number of packages discharged” by “Number of packages for which the termination of the TIR operation is certified”. Modify under item 3 on the counterfoil No. 2 the words “Discharged .... packages or articles (as specified in the manifest)” by “Number of packages for which the termination of the TIR operation is certified (as specified in the manifest)”.
