As for the difficulties encountered in the implementation of the
SSP, ICAO has set up an assistance program to States. (...) The analysis of the gaps that
was carried out made it possible to put in place an action plan
which should enable Côte d'Ivoire to achieve the objectives set
before 2020.
This action plan requires addressing some challenges.

These challenges are of two kinds:
The external challenges faced by other stakeholders (State,
airlines, air navigation service providers, aerodrome operators,
Bureau of Accident Investigation (BEA), etc.).
The internal challenges are the responsibility of the body
responsible for implementing the SSP (ANAC).

2.1 - Challenges
Having an up-to-date legislative framework that takes into account
recent developments in ICAO regulatory texts (Annex 19 and Doc
9859), ANAC should ensure the:
Adoption of the draft decree on the organization and
operation of the SSP by the government before the end of the
first quarter of 2018.
Adoption of the draft decree of SSP implementing policy by
the government by the end of the third quarter of 2018.

Implement the process of handling safety and risk management
events by acquiring an application that must be configured and
shared.

Implementation of the SSP is now a major challenge for the
entire aeronautical community and more particularly for the

• Early project phase, IDs are addressed to identification
• Various IDs, vehicle-ID, EVSE-ID or contract-ID were listed.
• Later phase, e-mobility account is applied.
• Contract-ID was replaced by V2G CI certificate, changed to e-
mobility (user) account and embedded in certificate.
• Dedicated message exchange for identification was integrated in
TLS connection establishment.
• Most of vehicle implementers are not familiar to certificates.

Implementation of PnC
• Vehicle OEM had big problem to find charge service operator who
issues certificates.
• VDA issued DIN SPEC 70121 without PnC, helpful to separate it.
• Most of charge service operators installed only EIM chargers.
• US charge operator issued assessment report of PnC.
• ISO 15118-2 was issued in 2014, but we have no PnC vehicles
past 6 years.

Other implementation challenges
• There still exists long distance from cert standard to specification.
• Certificate management also to be defined in detail.
• Specific hardware will be required to handle security information.
• Vehicle OEMs knew how cyber security is necessary, but never
knew when it is necessary.

6 years later, PnC service got to be available.
• Intermediate service company which could provide complemental
certificate service appeared in the market.
• It will require additional development and costs, but accepted.
• They can be addressed as future updates.
