SAICM/PREPCOM.3/INF/6 5 Current arrangements3 Ten global intergovernmental organisations (IGOs) have a major role in chemical safety; none of them has chemical safety as its only, or even major, responsibility. (...) Further, there are regional bodies that have taken up aspects of chemical safety in their work programme, and several specialised conventions have been developed on chemical safety. (...) This means that the secretariats of those agreements (e.g. of the Rotterdam, Stockholm and Basel Conventions and of the Montreal Protocol) are also global players in chemical safety. There are also other treaties related to chemicals, e.g. the Chemical Weapons Convention, whose secretariat is the Organisation for the Prohibition of Chemical Weapons (OPCW).

This is the context in which the activities of the Investigation and Identification Team (IIT) imposed on the  Organisation for the Prohibition of Chemical Weapons (OPCW) by Western countries in contravention of the fundamental provisions of the Chemical Weapons Convention and the consensus principle enshrined in it, should be viewed. In the light of the tasks assigned to the Team by those that established it, the conclusions of its first report on chemical incidents in Ltamenah on 24, 25 and 30 March 2017 were entirely predictable: they accused the Syrian Government of using chemical weapons. (...) The IIT report refers to the use of an aerial chemical bomb (containing 132 kg of sarin) “under favourable weather conditions”.

As the CD moves into more detailed examination of the various provisions of a Chemical Weapons Convention, the ad hoc Committee and its Working Groups have arrived at the stage of discussing such practical measures as the "number of random inspections" or "significant quantities below which control and verification could be exempted". (...) The analogy ceases there, however, because the number of chemical elements involved is maximum of three (uranium, plutonium and thorium) in the case of nuclear safeguards, while a CW convention will have to deal with a very large number of complex chemical compounds. (...) Considerable elements of human judgement will enter into the process of the determination of Q for different categories of chemical weapons. (b) If the chemical in question is unrelated to any known CW, Q in this case will be infinity.
