Household spending on clothing and apparel is discretionary and therefore highly income elastic. Facing an income shock, households can forego buying clothes. A 1.3 per cent decline in US GDP growth during the Global Financial Crisis in 2009 resulted in more than 12 per cent decline in imports of clothing and apparel from the rest of the world. Furthermore, demand for non-essentials like clothing does not necessarily pick up immediately after the crisis.

To make it suitable for use by the Arabs, the clothing received is apt to need considerable modification. With the exception of the jacket worn by men, the men's dress, i.e. the vest (sedirah), Persian trousers (shirwal), under- wear and head-dress (eikal) and the women's shirwal, galabieh and tarha are all very different from European-style garments. An appeal was therefore made for a quantity of cloth sufficient to clothe 200,000 persons; it was hoped also that in making up this material, the women refugees "'1ight have something to do, with consequent im- provement of morale. (...) The need for shelter and clothing is imme- diate: every week's delay will mean a progressive death-roll from" exposure.
