Long-term health care in Croatia mainly concerns older persons and persons with intellectual, cognitive or psychosocial disabilities and is mostly organized through the social welfare system and provided in institutional settings. (...) In 2012, in amendments to the electoral law, the right to vote was granted to 18,000 people with intellectual, cognitive or psychosocial disabilities who had been deprived of their legal capacity for decades. (...) The Special Rapporteur was informed that approximately 4,200 people with intellectual, cognitive and psychosocial disabilities still live in institutional care, deprived of their liberty and unable to fully enjoy their rights on equal terms with other members of society.

He notes the use of advance directives to allow persons with psychosocial, intellectual or cognitive disabilities to express preferences on services, treatments and support ahead of times when they may find it more challenging to make decisions. On the other hand, investments to include persons with psychosocial, intellectual and cognitive disabilities into the community have been insufficient; many still lack access to employment, education, housing and adequate health care. (...) He urges federal and provincial/territorial authorities to further advance the realization of the right of everyone to mental health and the realization of all human rights of persons with autism and psychosocial, intellectual and cognitive disabilities. The overall main goal is to achieve parity between mental and physical health in the provision of health services. 62.
