La tercera serie de reclamaciones se eligió entre el conjunto de unas 2.750 reclamaciones "E4" sobre la base, entre otros criterios, de la cuantía, volumen y complejidad de cada reclamación, las cuestiones de hecho, de derecho y de valoración planteadas por ella, el tipo de actividad comercial del reclamante y la fecha de presentación de la reclamación a la Comisión. 5. Como resultado del embargo comercial de las Naciones Unidas, se solicitó y obtuvo permiso, en caso necesario, de las autoridades monetarias competentes en los países en que se realizaron las transacciones, como el Banco de Inglaterra y el Banco de la Reserva Federal de los Estados Unidos. En las reclamaciones de la segunda serie, las sociedades cooperativas kuwaitíes que continuaron desarrollando actividades comerciales durante la invasión y ocupación de Kuwait por el Iraq pidieron una indemnización por las pérdidas sufridas como resultado de haber recibido billetes de banco en dinares kuwaitíes cancelados por la venta de sus bienes.

Free Trade Agreements, property and intellectual rights and the development gap: policy dimensions from a Latin American perspective Abstract: The developing countries have recently made great efforts to liberalize their trade and they also have included in their regulatory frameworks strict norms pertaining to the protection of intellectual property (through the International Agreement Trade Related Intellectual Property Issues - TRIPS). However, from an economic development perspective, it is important to take into account that the Intellectual Property Watch imposes restrictions that didn't exist during the industrial evolution of developed countries. Free trade agreements have enabled the United States and the European Union to restrict public policies for innovation, by incorporating even stricter regulations than those dictated by the TRIPS, in terms of protecting intellectual property. This report attempts to answer the question -where are the Free Trade Agreements headed in terms of adhering to intellectual property rights and innovation and which innovation policies will survive the implementation of these agreements?
