This was the beginning of the terminology which resulted in a "primary integer value" (an integer uniquely and unambiguously identifying arcs from a superior node) and a "secondary identifier" (an ASCII character string that is neither a unique nor an unambiguous identification of the arc). (...) In the end, and still to this day, the "secondary identifier" has to start with a lower-case ASCII letter, and contain only ASCII letters, digits, and hyphens. Later, companies got merged, and wanted to change the human-readable names, whilst keeping the unambiguous and unique integer identification of the arc from other arcs from the superior node. So today it is recognized that the secondary identifiers (the human-readable names) are not necessarily unique, or even unambiguous! The 1986 compromise decision was that encodings of object identifiers (for machine to machine use) should include only the binary integer value identifying an arc, but in addition a more human-friendly notation for use in published material could include names.
