Even though international price comparisons are required to handle differences in currencies in different countries, the index number problems involved in price comparisons across countries mirror those encountered in comparisons over time. There is a large body of literature on cross- country comparisons of prices and real income undertaken under the auspices of the International Comparison Program (ICP).

Korea challenges certain aspects of the methodologies used by the USDOC to determine whether the conditions for the application of the W-T comparison methodology are met.
