E/CN.4/2006/71/Add.3 page 14 27. This complex legal regime was twinned with a similarly complex administrative apparatus, with differing and changing competencies at national, regional and local levels concerning implementation and administration of the relevant laws. (...) While the complexities of these issues will inevitably complicate to a certain extent legislation adopted to respond to the issues, it is at the same time vital that legislation is of a comprehensive, accessible nature.
