TRADITIONAL KNOWLEDGE : NOTE / BY THE SECRETARIAT
The Ifugao rice terraces are a classic example of the Millennium Ecosystem Approach where impacts of any deviation in the traditional management of the terraces would translate into terrace, soil and water degradation, a decline in productivity, a decline in its aesthetic values and in the end create a measurable impact on biodiversity and most specifically on the overall economy and quality of life of the Ifugaos, as well as on living conditions in other communities around the rice terraces. (...) The integrated food-water production systems adopted a production programming that expressed full control of the harmonization of the seasonal variations in rainwater, temperature and sunlight availability, to maintain the food supply year round without creating conflict in the practice of culture and religious belief. The entire terrace production process is based on understanding and application of the synergy and rhythmic relationships of seasonal cycles/variations of climate with crop production, and spiritual/cultural practices.

More recent official data indicates that food insecurity exists in 37.5 per cent of households, although strong regional variations exist, with the rate ranging from 25 per cent in the southern region to 55 per cent in the north-east region.5 Severe food insecurity is concentrated in households belonging to the lowest income quintiles and in households where the mother’s schooling level is low. (...) Considerable regional variations were observed, although the two poorest regions displayed opposite outcomes: the north had the lowest (10.4 per cent) and the north-east the highest (25.5 per cent) levels of prevalence in the country. (...) A/HRC/13/33/Add.6 GE.10-11131 11 the federal labour inspectorate have increased and Brazil has taken a number of measures to repress slave-like labour conditions, particularly in rural areas. These efforts, as well as the tremendous sacrifice of individual inspectors, some of whom have been murdered in the exercise of their duties, are to be commended.

Preambular Paragraphs Recalling the Preamble of the Charter of the United Nations, in particular the determination by States to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small; to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained; to promote social progress and better standards of life in larger freedom; and to employ international machinery for the promotion of the economic and social advancement of all peoples, Recognizing that there is an overwhelming collective manifestation of international solidarity by States as expressed in the multitude of commitments and promises relating to human rights and development that they have made most notably the adoption of the Universal Declaration of Human Rights in 1948, the Vienna Declaration and Programme of Action in 1993, the Declaration on the Right to Development in 1986 and the Millennium Declaration in 2000, Recalling the recognition as set forth in the declaration adopted by the heads of State and Government at the Millennium Summit of the United Nations of the fundamental value of solidarity to international relations in the twenty-first century, stating that: global challenges must be managed in a way that distributes costs and burdens fairly, in accordance with basic principles of equity and social justice; those who benefit least, deserve help from those who benefit most; responsibility for managing worldwide economic and social development, as well as threats to international peace and security, must be shared among the nations of the world and should be exercised multilaterally;1 in addition to their separate responsibilities to their individual societies, they have a collective responsibility to uphold the principles of human dignity, equality and equity at the global level; 2as well as the resolve to create an environment – at the national and global levels alike – which is conducive to development and to the elimination of poverty,3 Recalling further that the World Conference on Human Rights where States adopted the Vienna Declaration and Programme of Action in June 1993, contains various references to notions of international cooperation and solidarity; thus, in the preamble, respect for the principles of “peace, democracy, justice, equality, rule of law, pluralism, development, better standards of living, and solidarity” is cited and strengthened by the determination “to take new steps forward in the commitment of the international community with a view to 1 United Nations Millennium Declaration, UN Doc.
