The amendment of the regulation of the Minister of National Education of 12
August 1999 on the manner of providing school education and the content related to the
knowledge of the sexual life of human beings, principles of conscious and responsible
parenthood, family values, life in pre-natal stage and methods and means of conscious
procreation contained in the core curriculum of general education (Journal of Laws, No 67,
item 756, as amended) introduces provisions which define the condition of
students‘ participation in the classes differently.
(...) Moreover, information about sexual life, deliberate and
responsible parenthood, family values, prenatal life and methods and means of conscious
procreation, will let the young learn and understand the complexity of the issue, not only
from scientific point of view but in social, cultural and ethical contexts as well.
(...) Pursuant to Article 32 (2) of the first
Act „if a patient is under-age or incapable of conscious consent, the consent of his or her
statutory representative is required and if a patient does not have a statutory representative
or it is impossible to contact one – the consent of a Guardianship Court“.

Sato Kilman of Vanuatu in May 2012 and published by the Vanuatu Daily Post on 22 May
2012, which stated inter alia:
“in Vanuatu, the West Papua issue has been politicized and used by different
political parties and movements not for the interests of the people in West Papua but more
so for elections and political campaign propaganda …”

DECLARATION
of the Parliament of the Republic of Moldova
on the withdrawal of Russian military forces from the territory of the country
In view of the provisions of the Constitution of the Republic of Moldova,
according to which the Republic of Moldova is a sovereign, independent, unitary and
indivisible state with inalienable territory,
Emphasising the constitutional provisions on the permanent neutrality and
non-admission of the stationing of other states’ military troops on its territory,
Conscious of the fact that defending the territorial integrity and the security of the
state is a priority for the foreign and internal policy of the Republic of Moldova,
Underlining the need to consolidate national security as an indispensable element
of regional security,
Reconfirming the Declaration of the Parliament of the Republic of Moldova on
the inviolability of the sovereignty, independence and permanent neutrality of the
Republic of Moldova, adopted on 31 March 2016,
Noting with regret, today, on the 25th anniversary of the ceasing of the hostilities
on the river Nistru, the failure to respect stringently the provisions of the Agreement
on the principles regarding the peaceful settlement of the armed conflict in the
Transnistrian region of the Republic of Moldova signed on 21 July 1992, especially
with respect to the withdrawal of the Russian army from the territory of the country,
THE PARLIAMENT OF THE REPUBLIC OF MOLDOVA
DECLARES that the continuous stationing of the troops of the Russian
Federation and the strengthening of their military presence in the eastern part of the
Republic of Moldova are violations of the constitutional provisions, especially with
respect to the independence, sovereignty, territorial integrity and permanent neutrality
of the Republic of Moldova, as well as of the international law;
CONSIDERS that the maintaining on the territory of the Republic of Moldova of
a considerable amount of ammunition, arms and military equipment is a constant
threat to regional and European security and stability, in general;

INVITES the mediators and observers in the process of settlement of the
Transnistrian conflict to initiate political discussions regarding the transformation of
the current peacekeeping mechanism in a civil mission with international mandate;
APPEALS to the Russian Federation to resume and finalise the process of
withdrawal of its troops and also withdraw its ammunition, arms and military
equipment from the territory of the Republic of Moldova, in accordance with the
relevant principles of the international law and its international commitments;
ADDRESSES all international organisms and states of the world the appeal to
support its initiative on preserving the sovereignty, independence, territorial integrity
and neutrality of the Republic of Moldova, as well as to contribute, to the same extent,
to the consolidation of its efforts directed towards safeguarding the security of the
state;
UNDERLINES, in its capacity as supreme representative body of the people and
single legislative power, that it will continue to expend every effort for the
maintenance of the statehood of the Republic of Moldova, for the social and
economical development of the country, for the enhancement of the wellbeing of the
people and in order to ensure the security of the citizens;
DEMANDS the Government and the President of the Republic of Moldova to
promote, through all the means they hold, the adoption of a Resolution by the General
Assembly of the United Nations regarding the withdrawal of Russian military troops
illegally stationing on the territory of our country;
URGES all the parties involved to treat this declaration as a manifestation of the
peaceful and friendly character of the existence and development of our state and as a
guarantee of the maintenance of peace and stability both on the territory of the
Republic of Moldova and in the region.

The Security Council,
Having considered the request of the Permanent
Representative of the People's Republic of Angola to the
United Nations contained in document S/17510,
Having heard the statement of the Permanent
Representative of Angola, 1 •
Bearing in mind that all Member States are obliged to
refrain in their international relations from the threat or
use of force against the sovereignty, territorial integrity
or political independence of any State and from acting in
any other manner inconsistent with the principles and
purposes of the United Nations,
Recalling its resolutions 387 (1976), 428 (1978), 447
(1979), 454 (1979), 475 (1980), 545 (1983), 546 (1984),
567 (1985) and 571 (1985), which, interalia, condemned
South Africa's aggression against the People's Republic
of Angola and demanded that South Africa should
scrupulously respect the independence, sovereignty and
territorial integrity of Angola,
Gravely concerned at the persistent, hostile and un-
provoked acts of aggression and sustained armed inva-
sions committed by the racist regime of South Africa in
violation of the sovereignty, airspace and territorial in-
tegrity of the People's Republic of Angola and, in par-
ticular, the armed invasion of Angola carried out on
28 September 1985,
Conscious of the need to take effective steps for the
prevention and removal of all threats to international
peace and security posed by South Africa's acts of ag-
gression,

Having considered the question of the New Hebrides,
Having examined the relevant chapters of the report
of the Special Committee on the Situation with regard
to the lmplementation of the Declaration on the Grant-
ing of Independence to Colonial Countries and Peo-
ples,13
Recalling its resolution 1514 (XV) of 14 Decem-
ber 1960, containing the Declaration on the Granting
of Independence to Colonial Countries and Peoples,
and all other resolutions and decisions of the United
Nations relating to the Territory, including General
Assembly resolutions 3290 (XXIX) of 13 December
1974, 3433 (XXX) of 8 Deccmber 1975 and 31/51
of 1 December 1976,
W elcoming the participation of France, as an ad-
ministering Power, in the work of the Special Committee
relating to the Territory,
Noting the joint statemcnt of the administering
Powers issued on 21 July 1977, 11 as well as their joint
statement of 26 March 1977 ,1"
Having heard the statement of the representative of
the United Kingdom of Great Britain and Northern
Ireland relating to developments in the New Hebrides,rn
Conscious of the need to accelerate progress towards
the full implementation of the Declaration with respect
to the New Hebrides,
Bearing in mind the constructive results achieved as
a consequence of previous visiting missions to colonial
Territories and reiterating its conviction that the dis-
patch of such a mission to the New Hebrides is essential
for securing adequate and first-hand information in
regard to the conditions prevailing in the Territory and
to the views, wishes and aspirations of the peoplc
therein with respect to their future status,

Avaza Declaration of the international forum “The Great Silk Road — towards
the New Frontiers of Development”
We, the participants in the international forum “The Great Silk Road — towards
the New Frontiers of Development”, held in the Avaza national tourist area,
Turkmenistan, on 2 May 2018,
Reaffirming our commitment to achieving the Sustainable Development Goals
as defined in the new 2030 Agenda for Sustainable Development, adopted on
25 September 2015 at the United Nations summit for the adoption of the post -2015
development agenda, in particular those goals that are directly relevant to the
development of sustainable transport and ensuring its safety and accessibility, and to
concern for the environment,
Recalling General Assembly resolution 69/213, entitled “The role of transport
and transit corridors in ensuring international cooperation for sustainable
development”, adopted on 19 December 2014, resolution 70/197, entitled “Towards
comprehensive cooperation among all modes of transport for promoting sustainable
multimodal transit corridors”, adopted on 22 December 2015, and resolution 72/212,
entitled “Strengthening the links between all modes of transport to achieve the
Sustainable Development Goals”, adopted on 20 December 2017,
Recognizing the importance of high-level international events to support the
development of transport and the stability of transit corridors at the international level,
such as the High-level International Conference on the Role of Transit Transport
Corridors in Ensuring International Cooperation, Stability and Sustainable
Development, held on 3 and 4 September 2014, the Global Conference on Sustainable
Transport held in Ashgabat on 26 and 27 November 2016, and the high-level
international conference held in Geneva on 22 February 2017,
Recognizing the advantages of multimodal transport as a significant component
in a balanced transport system, especially its efficiency in terms of energy and costs,
lack of congestion and contribution to reducing transport and logistics costs,
Emphasizing also the role of inland water transport in the sustainable
functioning of national transport and cross-border systems and its contribution to
social and economic development, including landlocked developing countries,
Aware also that the objective of international transport strategy is now the
creation of modern transport architecture designed to address the key tasks of the
international community in the twenty-first century, in service to millions of people
around the world, by preserving and developing the resources of the planet,
Appreciating the current work on the establishment of a sustainable transport
system carried out at the United Nations by its Member States, including international
projects to eliminate administrative barriers, rehabilitate and provide support for
international corridors and ports, and reduce the environmental damage caused by
exhaust emissions, and national transport strategies and projects to develop inland
water transport infrastructure,
Conscious that the aforementioned challenges in the sector should also be
addressed at the national, regional and global levels,
Considering the links between different modes of transport in the context of the
development of multimodal transport,

Acknowledging the role of modern technologies, innovations, the “single
window” principle and digitalization in ensuring navigation safety and better logistics
integration,
Acknowledging the need to join forces to utilize the significant, still untapped,
potential of the transport sector and thereby gain significant political support at the
highest level,
Convinced that the outcome of this Forum should bring practical value in terms
of safety, environmental aspects, logistics and benefits for the economy,
Hereby endorse the following objectives and actions and invite countries and
all parties concerned to consider their implementation:
(a) To build up a regulatory framework that is intended to increase the
efficiency of safe, environmentally sound and economically efficient transport by
promoting an appropriate balance among all transport modes and thus using it as a
significant contributor to national, regional and international development;
(b) To address the challenges of sustainable development of mobility by
supporting intergovernmental multi-disciplinary cooperation in the field of transport
and transport-related issues and by placing due emphasis on the importance of
mobilizing resources and aligning financing flows with sustainable development
objectives;
(c) To encourage investment in the sector aimed at building and modernizing
the infrastructure of international routes and ports and fostering innovation and the
principles that ensure resilience to climate change;
(d) To ensure an appropriate balance among all transport modes, streamlining
cargo flows and promoting the development of multimodal transport;
(e) To take the necessary steps to raise the profile of historical transportation
routes, in particular the Great Silk Road, as they offer additional opportunities to
enhance the mobility of people, to satisfy their yearning to visit other countries and
to communicate with people from other nations, which has a strong impact on the
discovery of new tourist routes and the formation of personal contacts that contribute
to peace and security.
