In this regard, the Special Rapporteur is pleased to
note that the federal Government has correctly identified domestic and sexual violence as a national
public health problem. (...) Some families of women whose bodies were supposedly identified share this uncertainty
because they have grave and often reasonable doubts about whether the bodies were correctly identified.
Following recommendations by UNODC, the federal Government’s 40-point plan promised the forensic
identification of women by means of a Forensic Genetic Data Bank, established and maintained by the
Prosecutor-General of the Republic. (...) It was also recommended that the investigative
body have the competence to revisit cases if a victim’s family expresses doubts about whether the victim
was correctly identified. The Special Rapporteur is pleased to note that since her visit local and federal
authorities have jointly commissioned EAAF to study and identify the physical remains of women who
were not or possibly not correctly identified.

Section 17 of the Public Order Act criminalizes spreading any report or making any
statement, whether spoken, intended, or by signs or visible representation, that are likely to
incite racial dislike or hatred of any race or community, promote feelings of enmity or ill
will between different races or communities, or prejudice the public peace. (...) In terms of schooling, the Government has mandated that schools with ethnic names
remove the ethnic connotations to promote schools with mixed ethnic groups.9 The
Government also launched an anti-bullying campaign in August 2012 directed at preventing
the targeting of lesbian, gay, bisexual and transgender young people in schools. (...) He was also informed that the current
governmental programmes have the stated aims of improving the social and economic
welfare of all and that they are also intended to promote social cohesion and non-
discrimination.

The Forensic Medical Service has developed a national database with DNA samples
of relatives of victims recognized by the different Commissions to ensure that any newly
discovered human remains can be correctly and rapidly identified. The Service has taken
blood samples from 3,470 families representing 978 victims. (...) A regularly updated central database is
crucial to promote transparency, accuracy and security in relation to enforced
disappearances, as well as to understand and monitor State efforts in this area.

must be developed in order to properly assess and assign responsibility for treating

of instances, did not correctly implement it.26 Instead of establishing the facts and
circumstances that are necessary to reach a specific legal determination, it based it on
conjecture. (...) Finally, it was to engage with all stakeholders with a view to exchanging
information and providing support for national, regional and international efforts to
promote accountability.
42. None of these tasks empowered the Group of Experts to determine criminal
responsibility for violations to certain parties to the conflict.
43. (...) The United Arab Emirates is
also committed to legitimate processes to promote these legal frameworks. However, in this
instance, inevitably, the numerous flaws affecting the Group of Experts’ approach to its
mandate, its methodology and its legal analysis result in a number of serious errors in its
factual findings.
