It aims to achieve inclusion of marginalized and vulnerable groups, and promote autonomous and democratic local government, capable of offering equitable, quality, local services. (...) If adopted, annual State budget allocations for political parties will be granted according to a number of criteria, including that 10 per cent of such funding be distributed to political parties that promote women on their candidate lists in parliamentary elections; and 10 per cent be distributed to political parties that promote women for the positions of local councillors of 2nd level (districts and Chisinau municipality) and mayors, proportionally to the number of seats obtained by female candidates.
