Working Group on Promoting and Protecting Human Rights and the Rule of Law
while Countering Terrorism and Supporting Victims of Terrorism, part of the Global
Compact,1 has a mandate to support the efforts of Member States to promote and
protect the rights of victims of terrorism, drawing from pillars I and IV of the Global
Counter-Terrorism Strategy. (...) For example, through the programme, training
has been provided in victim protection measures to build the capacity of law
enforcement officials, and initiatives have been promoted to strengthen the voices of
victims through strategic training in communication. (...) In the action plans, victims’ rights, including the right to remedy and other
