In 2017, countries around the world, especially a number of LDCs, experienced unprecedented intense precipitation events causing heavy flooding and mudslides, devastating the lives of millions of people, and devastating the economies of many countries. (...) In this regard, we look forward to intensified and concerted action of the G20 countries to enhance the ability of least developed countries to more fully engage in digital trade, as committed in the G20 Summit in Germany in 2017; 30. (...) To this end, we call upon members to accord priority to the least developed countries’ projects and ensure that at least 50 per cent of the aid for trade is allocated to least developed countries.

We are concerned that while developed countries and countries at the technological frontier grapple with the opportunities and challenges associated with frontier technologies, many developing countries, especially LDCs, are yet to reap the benefits of these technologies. We reiterate the importance of resilience and adaptation for least developed countries and look forward to accelerated access to the fund for least developed countries based on the 50 per cent of the adaptation allocation for particularly vulnerable countries, in particular the least developed countries; 13 23. (...) As migrant workers from LDCs return from host countries affected by the pandemic, flows of remittances – a critical source of foreign exchange for many countries – have dramatically dried up.

China offers assistance within its capacity to over 120 developing countries to help them achieve the MDGs. Since 1 January 2015, China has officially granted zero-tariff treatment to 97% of the taxable items from least developed countries with diplomatic relations with China. China has, for six times, cancelled unconditionally the due government zero-interest loans totalling RMB 30 billion for heavily indebted poor countries and least developed countries. (...) Greater interconnectivity and interdependence among countries have reinforced the awareness of a community of shared destiny.

— We need to practice true multilateralism, observe the purposes and principles of the UN Charter and the basic norms governing international relations; respect the sovereignty of all countries and equality among them, big or small; uphold diversity in the world and respect the legitimate development rights of all countri es and their own choice of development path; handle world affairs through extensive consultation and advocate greater democracy in international relations. It is important to give full play to technology promotion mechanisms, promote technology development in developing countries and the transfer, spread and promotion of environment-friendly technology to developing countries. In addition, China has put a new issue on the Group of 20 agenda to address the industrialization of Africa and other least developed countries, and urges the Group of 20 to actively respond to the demands of developing countries, especially African countries. (...) China will also convene outreach dialogues with countries that are not members of the Group of 20, especially developing countries, to ensure that the actions of the Group meet outside expectations.
