INTERIM REPORT OF THE GLOBAL ENVIRONMENT FACILITY ON THE PROGRESS MADE IN CARRYING OUT THE POZNAN STRATEGIC PROGRAMME ON TECHNOLOGY TRANSFER : NOTE / BY THE SECRETARIAT
The experiences will be shared between participating countries during the project to enhance cross country learning, and with other countries in the sub-regions initially through workshops and information networks, including the UNFCCC’s TT:Clear. Project structure and approach Selection of countries will take into consideration elements including size of the country / economy, mitigation potential, adaptation needs, national interest and enabling environment, expression of interest by countries, past efforts, institutional capacities, etc. Initial countries will be chosen with a goal of regional diversity; Ghana, Senegal, Uganda, Argentina, Bahamas, Thailand, Cambodia will likely constitute the proposed first set of countries to field test the revised TNA Handbook.

Nevertheless, mitigation actions implemented by developing countries shall be differentiated from those commitments undertaken by developed countries, and they shall, by no means, constitute binding objectives for developing countries, as contemplated in the Bali Action Plan. The implementation of NAMAs by developing countries will depend on the financial and technological support provided by developed countries. (...) We understand that in relation to the scale of the financial support, adequate annual amounts should be defined for both adaptation and mitigation in developing countries in the short and mid terms; the latter periodically reviewed to adjust the amount of resources to the actual need of developing countries.

China supports African countries in enhancing connec- tivity, infrastructure development and industrialization. (...) We welcome the G20 Initiative on Supporting Industrialization in Africa and Least Developed Countries and urge developed countries to honor their official de- velopment assistance commitments to developing countries, especially those in Af- rica, on time and in full, and to provide more support in terms of funding, technology and capacity building for the full implementation of the 2030 Agenda for Sustainable Development. 15. (...) We emphasize that the historical injustice endured by African countries should be corrected, that priority should be given to increasing the representation of African countries at the UN Security Council and other agencies, and that concerted efforts should be made to steer the reform of the international governance system toward better serving the common interests of developing countries.

CAPACITY-BUILDING UNDER THE CONVENTION : DRAFT CONCLUSIONS / PROPOSED BY THE CHAIR
Decides that the scope of needs and priority areas identified in the framework for capacity-building in developing countries, as contained in decision 2/CP.7, and the key factors identified in decision 2/CP.10 are still relevant; 2. Further decides that new capacity-building needs and priorities in de- veloping countries emerging from the processes and initiatives launched after the completion of the first comprehensive review as well as from the negotiations under the Ad Hoc Working Group on Long-term Cooperative Action under the Convention will need to be taken into account in the further implementation of the framework for capacity-building in developing countries; 3. (...) Urges Parties included in Annex II to the Convention and other Parties that are in a position to do so, multilateral, bilateral and international agencies and the private sector to continue providing financial resources to support capacity- building action in developing countries; 10. Through offsets, trends are modified in non-Annex I countries, allowing for the maintenance of the GHG emissions trends in Annex I countries. 4. (...) The CDM has two purposes: it should assist developing countries in achieving sustainable development and help industrialized countries to reduce the costs of greenhouse gas abatement. (...) Under the current market based paradigm, developed countries that have exhausted their own low-cost mitigation options may rely on low-cost mitigation options in developing countries to meet their obligations.

However, the Human Rights Council has been turned into a ground for a handful of western countries, the self-appointed “judges” to rule over developing countries which constitute a majority. (...) There is no single country mandate on western countries. All such mandates are related to the developing countries. (...) The intention of the western countries being so anxious to maintain this country-specific procedure is to continue to dictate their will to the developing countries including those they dislike by behaving as “judges” even in the Human Rights Council.

The Convention's basic principles refer to all countries, both Annex I and non-Annex I countries. (...) Among non-Annex I countries, there are countries with very high GDP and emissions which have still not undertaken emission reduction commitments. (...) With reference to the indicated, we expect Annex I to be expanded to countries which in terms of economic development and emissions have reached Annex I countries, and that these countries also undertake quantified commitments.
