REPORT OF THE INDEPENDENT EXPERT ON THE EFFECTS OF FOREIGN DEBT AND OTHER RELATED INTERNATIONAL FINANCIAL OBLIGATIONS OF STATES ON THE FULL ENJOYMENT OF ALL HUMAN RIGHTS, PARTICULARLY ECONOMIC, SOCIAL AND CULTURAL RIGHTS, CEPHAS LUMINA : ADDENDUM
An important element of Norwegian international development policy is the promotion of debt relief for poor countries to ensure that these countries are able to reduce poverty and improve health, the environment and development. (...) It is notable that, unlike most sovereign creditors, Norway advocates debt reduction for middle-income countries with obvious repayment problems. However, it stresses that such debt relief “must not take place at the expense of the poorest countries”.15 17. (...) Ultimately, only two countries managed to repay their debts. Ecuador was one of the countries that did not manage to repay its debt.
