of people with mental disorders jointly with the Ministry of Health.
(...) Till now, hierarchic child rights education is realized in 12 districts of the capital and 30
districts of the country regions covering more than 130 secondary schools.
Each week public officials, experts, scientists and staff members of the Ombudsman Office
provide lectures for children in the child resource center of Ombudsman - Azerbaijan Child
and Youth Peace Network (ACYPN) and Leadership School and interactive discussions
raise awareness on their rights.

The duties of the Adviser on Disability cover study of
existing legal norms (both national and international) pertaining to human rights protection of
persons with disabilities, analysis of situation in the country in this field, preparation of
proposals and plans of actions and taking measures for improving their status.
(...) Thus the third section of the NAP
focuses on actions for strengthening of human rights protection of different strata of society
(including the disabled), whereas the fifth section of the NAP dedicated to educational activities
in the field of human rights envisages in its Article 38 that teachers, lecturers and instructors
should be trained on human rights for different groups of population covering persons with
special needs.
To ensure efficient implementation of the National Action Plan a Working Group was
established by the special decree, and the Commissioner will run this Working Group and take
the lead in independent monitoring, evaluation and coordination of joint efforts of the state
bodies and actors of the civil society for implementation of the NAP. The Working Group and
its five sub-groups (corresponding to five areas of focus established by the NAP) have already

conducted public hearings in nine regions covering all rural districts of the country. The aims of
these hearings were to raise public awareness and discuss the essence of the NAP, its objects and
purposes, the main directions of activities as well as perspectives of collaboration and
consolidation of all stakeholders for implementation of the Plan.

The participants considered that a global core set of forest-related indicators,
covering indicators for sustainable forest management, indicators for progress
towards the forest related SDGs, targets and other internationally agreed goals on
forests, and other indicators relevant for the IAF Strategic Plan could be instrumental
in streamlining reporting on forests and decreasing the reporting burden on countries.
(...) The subsequent discussion in working groups on the interlinked issues of
possible components of a common set of global forest indicators and possible ways of
developing such a common set resulted in the following main points:
(a) Possible components of a global core set of forest-related indicators covering
indicators for SFM, indicators for progress towards the forest related SDGs, targets
and other internationally agreed goals on forests, and other indicators relevant for the
IAF Strategic Plan. (...) Six short thought starter presentations were given, covering the role of Forest
Resources Assessment (FRA); the role, opportunities and challenges of remote
sensing; the role of C&I and other regional processes; reflecting socio-economic and
governance issues in forest indicators as well as capacity building aspects and the role
of science.

VISIT TO CABO VERDE : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT TO DEVELOPMENT
With United Nations
support, a rapid integrated assessment of the country’s third growth and poverty reduction
strategy, covering the period 2012 to 2016, was conducted, measuring the strategy against
116 of the targets of the Sustainable Development Goals. (...) The extension of preschool to cover all children from 4 to 6 years of age is in
process, aimed at reducing economic and social disparities in education, including for
children with special education needs. (...) Two national-level NGOs,
MORABI (an association in support of women’s self-promotion in development) and the
Organização das Mulheres de Cabo Verde (a women’s organization), implemented projects
covering several islands during the review period.
