REPORT OF THE SPECIAL RAPPORTEUR ON THE HUMAN RIGHTS OF MIGRANTS, JORGE BUSTAMANTE : ADDENDUM
The Special Rapporteur was impressed by the rights protected and guaranteed to all
in the Bill of Rights, which he found to be comprehensive and covering all issues relevant
to the protection of migrants, in particular the right to freedom and security of the person
(sect. 12), the prohibition of slavery, servitude or forced labour (sect. 13), freedom of
employment and fair labour practices (sects. 22-23), the right of all to adequate housing
(sect. 26), to health care, food, water and social security services (sect. 27) and education
(sect. 29), and the protection of children (sect. 28). (...) These shortcomings highlight the absence of a clear and comprehensive immigration
policy applicable to all foreign nationals in the country, covering all categories of migrants.
Such a policy would also need to create and maintain the necessary conditions for the
successful integration of migrants into South African society.
42. In order to achieve such a comprehensive policy, covering the flow of labour
migration and with a human rights-based approach, a regional approach could be developed
with SADC member States.

51. (...) The China Development Bank is a member of the United Nations Global Compact
and has adhered to its 10 principles, covering human rights, labour rights, respect for the
environment and combating corruption. (...) According to information received by the Government, in the second half of 2015,
the Export-Import Bank of China introduced, on the basis of the Green Credit Guidelines, a
new green credit system covering labour and work conditions, pollution prevention and
control, community health and safety, land acquisition and involuntary resettlement, respect
for minority cultures and customs, and protection of cultural heritage.

Journalists in the West Bank are not only subjected to restrictions imposed by the
Palestinian Authority, but by Israel, including arbitrary closure of radio and television
stations, arbitrary arrests and detention, and attacks while covering demonstrations.
69. Recent cases of interference with Palestinian media include a raid by Israeli security
forces on 2 April 2012 of a Palestinian radio, television and online media network
established by Al-Quds University in East Jerusalem, when equipment and personal files
were confiscated and two employees arrested. (...) Furthermore, the Special Rapporteur is concerned by reports of deliberate attacks
against Palestinian, Israeli and foreign journalists covering demonstrations in the West
Bank by the Israeli security forces.

VISIT TO SWITZERLAND : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT TO DEVELOPMENT
The Centre was conceived as
a pilot project of the federal Government, with the aim of promoting the implementation of
international human rights obligations in Switzerland and advising and supporting the
authorities, civil society and the economy.4 The Centre’s mandate, initially covering from
2011 to 2015, was extended by the Federal Council on 1 July 2015 to enable the Centre to
continue its activities until the establishment of a successor institution. (...) These benefits are supposed to cover the basic needs for a person
living at home: at the time of the visit, this was estimated at SwF 19,450 per year, in
addition to the rent of an apartment up to a maximum of SwF 13,200 per year. (...) There are also income compensation allowances covering military or civil service
and maternity.18 Persons fulfilling their service in the Swiss Armed Forces or carrying out
civil service are entitled to an allowance amounting to 80 per cent of the former average
income (up to a maximum of SwF 245 per day).

Abstract
The paper analyses the main features of trade agreements
covering services concluded between Latin American countries and
developed country partners. (...) Regionally,
the first Latin American country to join in a free trade agreement
covering services trade was Mexico who did so even before the GATS
Agreement was sealed, signed and delivered, by being a party to the
Services in Regional Agreements between Latin American and developed countries

North American Free Trade Agreement (NAFTA) which entered into force a full year before the
WTO and GATS. (...) In contrast, insofar as government
procurement is concerned, all such bilaterals include them, but in separate chapters that cover both goods and services.
