Through the formalization of land ownership and property rights in predominantly low-income settlements, it aims to facilitate their access to credit and finance to obtain adequate housing. COFOPRI also organizes campaigns to promote a property-registration culture and to facilitate access to credit by the poor. 15. (...) In the case of MIVIVIENDA, the Government is trying to stimulate a housing market for the middle-income segment by providing credit resources to banks, which in turn would channel resources to borrowers. (...) The Special Rapporteur was invited to a civil society meeting in which representatives of the community presented five issues which they felt were priorities: (a) lack of housing infrastructure; (b) lack of basic services such as water and sanitation; (c) lack of legal tenure which they could use as a collateral to access credit or to have a secure home; (d) lack of access to credit; and (e) lack of safety and security. 30.

In the view of the Special Rapporteur, market access for a broad range of small and medium producers, in particular in the agricultural sector, will remain limited without adequate technical assistance, access to credit and infrastructure. This also includes support in obtaining relevant licenses and passing inspections in order to be able to export. (...) In the framework of the negotiation of an association agreement between the EU and Central America, the Government of Nicaragua proposed the creation of a common economic and financial credit fund for Central America, with the purpose of rebalancing the asymmetries between the EU and Central America and of ensuring that the Central American countries can effectively reap the benefits from new trade opportunities.
