Migration is usually represented as a gender-neutral phenomenon, and as a result migrant women tend to remain invisible as a group. The Beijing Platform for Action, adopted by the 1995 Fourth World Conference for Women, recognized that movements of people have profound consequences for family structures and well-being and have unequal consequences for women.9 The Special Rapporteur is therefore of the view that account must be taken of the make-up of international migration flows if women are to be better protected against potential danger and abuse during migration. (...) Several factors are at work in the feminization of migration: family reunification; inequities in the countries of origin in respect of the employment and income levels women can aspire to; and women’s entry into the workforce in host countries, which means that migrant women tend to enter sectors such as domestic service, care of the elderly and other unskilled employment. The Special Rapporteur has also analysed the impact of this phenomenon on the communities of origin, emphasizing the consequences of the break-up of families and the problems that women’s families have in tracing them when they emigrate by irregular routes (E/CN.4/2003/85/Add.2, paras. 48-49; E/CN.4/2002/94/Add.1, paras. 41-46). 38. Immigrant women tend to be employed in the shadow economy and in less skilled work than men, even though some are better qualified.

The authorities, including Family Support Centres and the police, prefer not to intervene as they consider violence against women a private matter that should be solved within the family. Cases of violence tend therefore not to be prosecuted in most instances, protection orders are not granted and divorce is not easily accessible, even when requested due to violence in the marriage. 32. (...) Women are still significantly underrepresented in management positions in the private sector, and tend to work in lower-paying sectors. In choosing their profession, women are often driven by the social stereotypes about “male” and “female” professions.

For example, while more than 52 per cent of ethnic minorities in the Central Highlands and North-West live in hunger, less than 10 per cent of Kinh/Hoa in these areas live below the (higher) general poverty line.19 This is partly because ethnic minorities tend to rely more heavily on agriculture as a source of food and livelihood, putting them at greater risk of economic and environmental shocks. 26. Throughout her visit, the Special Rapporteur noted that specific groups of women, including women from ethnic minorities, rural women, internally displaced women, women refugees, lesbian, bisexual or transgender women and older women tend to suffer multiple forms of discrimination, making them more vulnerable to specific forms of violence. 35. Child marriage and, consequently, early pregnancy and/or a high dropout rate and domestic violence tend to be more prevalent in minority groups, particularly in rural areas.36 In 2010, a reproductive health survey carried out in Georgia highlighted that Azeri women were almost twice as likely as ethnic Georgians to experience abuse in their marriages.37 36. (...) While reports suggest that internally displaced women tend to be more affected by sexual and gender-based violence, the problem is mainly a hidden one among this group of women.43 One of the reasons for this could be that, despite the efforts of the Government, sexual violence remains taboo in this section of the population and women do not come forward to talk about it. 41.
