This landmark change will allow for completely paperless cross-border transit of goods, under the customs guarantee of the TIR system. The eTIR international system (customs to customs) will ensure the secure exchange of data about the international transit of goods, vehicles or containers according to the provisions of the TIR Convention between national customs systems and allow customs to manage the data on guarantees, issued by guarantee chain to holders authorized to use the TIR system. (...) The new legal framework for TIR will also bring considerable benefits for customs authorities, particularly with COVID-19 continuing to restrict physical contact between customs officers and drivers at borders. (...) The goods shall remain under customs supervision until their customs status is determined, and in case of foreign goods, without prejudice to Article 90 of this Law, the goods shall remain under supervision until their customs status is changed, or they enter a free zone or free warehouse, or they are re-exported or destroyed in accordance with the provisions of the Article 182 of this Law. (...) Persons referred to in paragraph 5 of this Article shall declare the customs goods at the customs office when entering in order for the customs procedure to be conducted. 2. DECLARING GOODS Article 47 All the goods entering or leaving the customs territory must be declared at the border customs office, or other competent customs office.
