These irregular migratory movements sometimes create fears in the destination countries, with regard to disfunctioning of the job market, but also with regard to the respect, by the migrants, for the political and societal values that we consider being fundamental. (...) We have in this respect reaffirmed that a well managed migration can benefice the countries of origin, the countries of destination and the migrants themselves. The work of the Conference of Brussels has in this respect been significant. (...) As we can notice, this is a far-reaching program that can only be realized when the international community and all its actors mobilize themselves, in other words, the governments, but also the competent international organizations, the private sector, the Diaspora and the civil society of the countries of origin and destination. We are delighted, in this respect that the Secretary General and his Representative have suggested to install a permanent process of dialogue and cooperation under the form of a Global Forum for Migration and Development.

Secretary General, Excellencies, Friends, Ladies and Gentlemen, I am delighted to welcome you all to this historical event. This High-level Dialogue not only confirms the clear linkage between migration and development and the various opportunities and challenges concerning this issue, but will serve as a platform to move forward; and essentially mobilize the political will and build effective partnerships to realize the potential migrants can have in developing both countries of origin and destination whilst safeguarding their rights. Last month, I read a disturbing article about the ordeals that migrants experience on their journey. (...) Then and only then will we be able to address how to ensure a smooth internal transition for countries that have gradually shifted from being primarily sources of migrants to destinations for migrants... Then and only then will we be able to address how to protect migrants' rights and ensure that migrant women's rights are not exploited...

Respected co-chairs and colleagues, LDCs and developing countries, like Bangladesh, heavily depend on the remittances sent by migrant workers. Hence, I am delighted to note the inclusion of sections 72 and 73 in the draft. (...) Specifically, may I propose a target for section 73 to ensure that the destination countries uphold the rights of migrant workers as per the relevant UN convention.

Nonetheless, in thе field of migration, this model cannot be an excuse for ignoring thе "worst realities" to which migrants arе exposed in societies that exploit them, or turn their backs on them: xenophobia, discrimination, racism, and thе dismissal of thе economic and cultural contributions made by migrants to thеir communities of origin and destination societies. We should start from thе everyday realities of migrants, thеir proms ems, and start thе participatory construction of solutions, and produce innovative policies.

ARÍSTEGUI LABORDE (Observer for Spain) said that Spain was honoured to contribute to the consolidation of the Human Rights Council through the refurbishment of Room XX, the new “Human Rights Room” of the Palais des Nations, which was to be A/HRC/OM/1/SR.3 page 3 embellished with a work by the Spanish artist, Miquel Barceló, and was undoubtedly destined to acquire iconic significance and symbolism within the United Nations as a whole. 8. (...) ARBOUR (United Nations High Commissioner for Human Rights) welcomed the completion of the institution-building phase of the Human Rights Council and commended the spirit of cooperation and mutual respect which remained the hallmark of its work. She expressed delight that the Council would soon have a room of its own, a dedicated space to further its transformation into a modern, forward-looking and reinvigorated institution.
