Among these new emerging forms of juvenile delinquency, the phenomenon of the "black babies", which has appeared in Brazzaville in recent years, has become a clear scourge in the Republic of Congo.   (...) However, these initiatives have not been able to develop integrated monitoring mechanisms or a strategy that is truly adapted to the challenges of this new form of delinquency. What if we approached this problem differently?  (...) The primary objective of this partnership will be to draw lessons from previous experiences in combating this form of juvenile delinquency and to draw inspiration from good social and educational practices applied, both at the national and international level, in favour of young people in order to prevent their entry into delinquency.

P 13 – „it goes without saying that delinquency has a very negative impact on the child’s development “ – it is not clear what is meant by this claim. Is it implied that delinquency has a negative impact on child’s development because of the consequences it ensues on the child via the societal response to the delinquent act, or is it implied that delinquency is by its own nature already harming to the child? We would see merit in emphasizing that delinquent behaviour is often a sign of a child’s deeper needs.

  Memorandum of Understanding signed to promote justice for children

Lazar Nanev, president of the NGO “Union for the Prevention of Juvenile Delinquency” today signed a Memorandum of Understanding to advance the knowledge and skills of lawyers dealing with children in contact with the law. (...) “The cooperation between UNICEF, the Ministry of Justice, the Bar Association and the Council for prevention of juvenile delinquency will ensure that no child is left without legal protection in the justice system. The legislation is there, we have manuals and standardized procedures providing a practical guide to strengthen the implementation of the Justice for Children Law, the Criminal Procedure Code and Civil Procedure Code, but the knowledge and skills of all professionals dealing with children, must be continuously upgraded”, said Lazar Nanev, Judge and president of the NGO “Union for the Prevention of Juvenile Delinquency”. The report of the “Union for the Prevention of Juvenile Delinquency” shows that in 2017, some 1583 children have been called to the police station for various reasons.
