In this context, they attached the utmost importance to the interactive nature of the discussion of the Global Report at the Conference and to the level of the discussion and of its participants. (...) As regards the ad hoc arrangements for the discussion of the first Global Report, they agreed that they should be extended at least to the discussion of the second Global Report at the June 2001 session of the Conference.
4. (...) As regards the observations on the absence of genuine interactive discussion, he pointed out that this was inherent in any discussion in plenary, the only means of increasing the degree of interactivity being in fact to allow speeches to be made on behalf of different groups and to hold the discussion in three phases.
