In this context we believe that the text to be prepared by the Chair should be based on ten key texts (1 developed in Barcelona and 9 developed at COP 15), namely: a) FCCC/AWGLCA/2009/L.7/Add.1 (Enhanced action on adaptation) b) FCCC/AWGLCA/2009/L.7/Add.2/Rev.1 (Enhanced action on the provision of financial resources and investment) c) FCCC/AWGLCA/2009/L.7/Add.3 (Enhanced action on technology development and transfer) d) FCCC/AWGLCA/2009/L.7/Add.4 (Enhanced action on capacity-building) e) FCCC/AWGLCA/2009/L.7/Add.5 (Nationally appropriate mitigation actions by developing country Parties: mechanism to record nationally appropriate mitigation actions and facilitate provision and recording of support) f) FCCC/AWGLCA/2009/L.7/Add.6 (Policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries) g) FCCC/AWGLCA/2009/L.7/Add.7 (Enhanced national/international action on mitigation of climate change: economic and social consequences of response measures) h) FCCC/AWGLCA/2009/L.7/Add.8/Rev.1 (Various approaches, including opportunities for using markets, to enhance the cost/effectiveness of, and to promote, mitigation action i) FCCC/AWGLCA/2009/L.7/Add.9, Cooperative sectoral approaches and sector-specific actions in agriculture) j) FCCC/AWGLCA/2009/14 (III. (...) It is Tuvalu’s view that the two elements of the BAP text 1(b)i and 1(b)ii are quite distinct and should not be merged. Without wishing to delve too deeply into points of contention with the texts, it is important to note that the Chair’s text should be consistent with the Bali Action Plan and not reorientate elements of the text. (...) It was patently obvious to many astute observers that the principle purpose of the Accord was to provide a document for domestic consumption by the legislature of one key developed country. Its utility for other purposes is questionable.

The Government of the Republic of the Congo and non-governmental organizations (NGOs) regard as the country’s indigenous peoples (peuples autochtones) those diverse ethnically and culturally distinct groups that throughout the Congo Basin in Africa have been known collectively as Pygmies. (...) The groups identified as indigenous peoples are distinct from the majority Bantu ethnic groups, which are estimated to constitute between 90 and 97 per cent of the coun- try’s population. (...) All of these groups find themselves in non-dominant positions in Congolese society, and have suffered and continue to suffer threats to their distinct identities and basic human rights in ways not ex- perienced by the Bantu majority. 11.

Since 2010, Türkiye has been co- chairing three distinct Groups of Friends of Mediation at the UN, the OSCE, and the Organisation of Islamic Cooperation (OIC). (...) This necessarily starts by ending protracted conflicts, and making the system fairer. Accordingly, the key to establish lasting peace is to ensure equal treatment of all peoples. (...) They also praised Türkiye’s key role taking the lead to end the war in Ukraine.

The privatisation will also allow private shareholders to choose one or more members of the Board of Directors and therefore it will facilitate depoliticizing RAI. A key feature of the law is the introduction of a requirement for the separation of accounts, as required by the Additional Protocol to the Treaty of Amsterdam. (...) Article 6 (General principles regarding the provision of information in public service broadcasting and other duties) This is a key part of the law. It establishes that the informational activities of all broadcasters – both public and private – is a general-interest service, as distinct from the general public broadcasting service, which has additional specific obligations performed by the licensee. (...) Article 10 (Protection of minors in television programming) This provision is a key element of the law. It requires broadcasters to comply with the Self-Regulatory Code of Conduct for Television and Minors and allows the Communications Authority to impose fines ranging from €25,000 to €350,000.

The transfer of environmentally sound technology (EST) has been a key cross-cutting theme for the GEF since its establishment. (...) During the GEF-4, the GEF Secretariat implemented a number of key reforms directed towards improving the ef- fectiveness and efficiency of the partnership. (...) In the following sections, further explanations are provided for key mitigation sectors addressed by the GEF. Tech- nology transfer is presented in Section 2, as it is a cross-cutting topic for mitigation and adaptation. 7 GEF. 2011.

At the same time, IDPs have needs and vulnerabilities distinct from the non-displaced population, which must be addressed by specific protection and assistance measures. (...) Their monitoring and assistance programmes are key in ensuring the protection of the human rights of IDPs, including their participation in decisions that affect them. (...) The Consultative Committee on Humanitarian Assistance (CCHA) is a high-level forum for coordination and policymaking led by the Minister of Disaster Management and Human Rights and attended by key ministries, United Nations and key bilateral donors. (...) Finally, the lack of comprehensive and uniform policies on key matters, particularly compensation and assistance, has led to ad hoc and piecemeal responses. 28.

These partial estimates of direct private finance and mobilized finance are distinct, and cannot simply be aggregated. Instruments 19. (...) An assessment of the data underlying the overview of climate finance flows offers insights into key questions of interest in the context of the UNFCCC negotiations, including Note: All values are based on approvals. They point out that this catch-all term has served to obscure and dilute the differences and distinct experiences of diverse minority groups. They state that the term discounts the racial hierarchy that is embedded in how race is constructed and how racism is manifested for different racial minority groups. (...) It claims positive results in key areas: workplace discrimination, youth integration, hate crime reporting, race- based issues in the justice system, and institutional change within public institutions to remove systemic barriers. (...) The following sections consider discrimination in the key policy areas of poverty, education, employment, policing and national security.
