SITUATION OF HUMAN RIGHTS IN GUATEMALA : REPORT OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS
The census shows that many Guatemalans, especially indigenous peoples, continue to live in situations of extreme poverty, with serious limitations to their rights to food, water, education and land (see paras. 59–69). (...) These cases included lack of access to water, sanitation, a healthy environment and adequate food, which were the result of the impact of at least 28 projects by extractive industries. (...) This case involved members of two families from Camotán, who emigrated despite having won a legal case in which the State party was ordered to take measures to address their lack of food security (case Nos. 5662-2014, 4474-2014, 3380-2014 and 277-2015).

Many detainees complained that they received no food unless they paid for it themselves. 44. The border-guard stations in Soufli and Feres were facing immense problems due to the mass influx of aliens over the Greek-Turkish border. (...) He was informed that detainees had to buy almost everything and were not provided with enough food and sanitary products. He met detainees who had been in pretrial detention for up to 18 months and expressed a strong feeling of arbitrariness.

Family visits take place under conditions of humiliating searches. Food and medical services are sorely inadequate. (...) The Special Rapporteur visited a number of facilities that outsource certain services, such as food distribution, to private contractors, as well as one that is wholly managed by a private company under contract with the state. (...) Moreover, he heard reports of violent routine searches of cells, often after weekly visits, during which personnel, under the pretext of searching for drugs and/or weapons, would destroy everything and torture the inmates, including by use of dogs. 57. The Special Rapporteur also heard about cases of prisoner-on-prisoner violence, to which prison personnel turn a blind eye or which they even encouraged.

(...) Displacement has had grave consequences on the human rights of those affected, including access to food, water and sanitation facilities and livelihood opportunities inside and out of camps. (...) The national and state emergency management agencies are responsible for managing the camps for internally displaced persons with trained personnel, including providing food items, clean drinking water, dignity kits, emergency education and medicines.
