Worldwide, the report found that fewer than one in 20 people had tried illegal drugs in the last 12 months and that there were 26 million people with severe dependence – about 0.6 per cent of the planet’s adult population. The global cannabis market is stable or even slightly down. Cannabis herb production is estimated to be 8 per cent lower than in 2004 and cannabis resin production declined by some 20 per cent between 2004 and 2006. Despite this, the report says there are some worrying trends, with Afghanistan becoming a major producer of cannabis resin, possibly surpassing Morocco. Meanwhile, in developed countries, indoor production is resulting in more potent strains of cannabis herb.

Le rapport note en outre qu'au cours des 24 dernières années, la nocivité du cannabis a été multipliée par quatre dans certaines parties du monde, alors même que le pourcentage d'adolescents qui perçoivent cette drogue comme nocive a chuté de 40%, malgré les preuves que la consommation de cannabis est associée à une variété de méfaits, notamment sur la santé, en particulier chez les consommateurs réguliers à long terme. (...) Selon le rapport, le pourcentage de Δ9-THC - le principal composant psychoactif du cannabis - est passé d'environ 6% à plus de 11% en Europe entre 2002 et 2019, et d'environ 4% à 16% aux Etats-Unis entre 1995 et 2019, tandis que le pourcentage d'adolescents percevant le cannabis comme nocif a diminué de 40% aux Etats-Unis et de 25% en Europe. En outre, la plupart des pays ont signalé une augmentation de la consommation de cannabis pendant la pandémie. Dans des enquêtes menées auprès de professionnels de la sante dans 77 pays, 42% ont affirmé que la consommation de cannabis avait augmenté.
