Con respecto a la despenalización del cannabis en muchos países, la JIFE insistió en que es motivo de preocupación porque ha sido interpretada por muchos como la legalización del consumo no médico del cannabis.

La JIFE, que ha reiterado su preocupación por la despenalización del consumo de cannabis no médico, reporta que si bien en Estados Unidos está sometido a fiscalización a nivel federal, seis estados más promulgaron leyes para permitir a las personas adultas su consumo y posesión de cannabis con fines no médicos.
En Canadá se autorizó el uso lúdico del cannabis desde 2018 y México se sumó a esa despenalización en 2021.

En otro renglón, más gobiernos sudamericanos han regulados el cultivo, la fabricación y el comercio de cannabis con fines médicos, científicos e industriales, y algunos países tienen la intención de establecer industrias del cannabis para ayudar en los esfuerzos de recuperación económica post pandemia.

It was not a question of the effectiveness of criminal law, but of the protection of human rights. (...) In addition, opiate substitution treatment had been introduced, and in 2013, the Government had legalized the use of medical cannabis where other treatment agents were not sufficient or had dangerous side effects. Viroj Sumyai: One of the problems we are encountering is some Member States not acting in a manner consistent with the 1961 Convention on issues regarding the legalization of non-medical use of cannabis. The 1961 Convention allows Member States to use schedule one substances for medical and scientific purposes. The time has already passed for the traditional use of cannabis or coca leaf because when this Convention was ratified there was a grace period of 25 years for each Member State to abolish the traditional use of cannabis or coca leaf, such as chewing the leaf.
