DISCUSSION OF ISSUES RELATED TO INTERNATIONAL COOPERATION IN TAX MATTERS: TAXATION AND THE SUSTAINABLE DEVELOPMENT GOALS :NOTE / BY THE SECRETARIAT
That sector has too often been plagued by illicit financial flows and regressive taxation, contributing to the so-called “paradox of plenty,” whereby States rich with natural resources nevertheless experience poor economic growth and an increased likelihood of violent conflict. 15. (...) To be fair and, ultimately, to be effective, this process must systematically include the considerations of all countries. (...) Developing countries should also adopt human resources practices that enable successful career paths in countries’ revenue departments to support the retention in public service of officials and experts with the relevant experience. The Committee of Experts on International Cooperation in Tax Matters work on digitalization of tax administrations and increasing tax transparency supports such efforts.

Another perspective shared by a participant was on the experience of the national human rights institution in Ghana and its function as a quasi-judicial mechanism. (...) One participant highlighted the experience of promoting operational-level grievance processes in Nigeria, arguing that each grievance mechanism needed to be tailored to the respective project. (...) The discussion covered lessons from other regions, and the experience of the European Commission in promoting the Guiding Principles was shared with regional forum participants.

In Africa, the NANHRI is an important player. Its experience can inspire emerging NPM in Africa with a view to creating an African network of NPM.

“Well begin, half done”, China believes that the Meetings of Experts and Annual Meetings of States Parties constitute important fora for states parties to explore effective measures to implement the Convention. Through exchange of views and discussions during the multilateral forum, States parties will formulate or improve their national implementation system, taking into consideration of both their specific national situation and the good experience of others, and hence jointly furthering the effective implementation of the Convention. (...) Although our national measures are neither perfect nor exhaustive, we hope that our national experience can provide useful guidance on our deliberations on the subject. (...) As I say, we will be happy to share our experience with other States Parties which so request, with a view to contributing to all the capacity of such interested States.

The member states consider it important to implement the UN General Assembly and Security Council resolutions on combating terrorism and extremism, as well as the UN Global Counter-Terrorism Strategy, with due regard for their national experience and specifics. In this context, they emphasise the special significance of the SCO Convention on Countering Extremism, which came into effect in 2019. (...) They advocate the adoption of agreedupon decisions with a view to overcoming differences within the OPCW and ensuring its integrity and effective work in accordance with the convention. (...) Interparliamentary ties The member states consider it important to give a fresh impetus to the ties between their legislative assemblies and to promote an exchange of experience in the field of state governance and development.
