REPORT OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS ON THE HUMAN RIGHTS SITUATION AND THE ACTIVITIES OF HER OFFICE, INCLUDING TECHNICAL COOPERATION, IN NEPAL : ADDENDUM
OHCHR is deeply concerned about the recent violence in the Terai area of southern Nepal
(see A/HRC/4/97, paragraphs 65 and 66) in the context of demonstrations by Madhesi, and the
often excessive responses from the Nepal Police and Armed Police Force.
9. (...) Nevertheless, many
aspects of the police response mirrored the excessive and unnecessary use of force employed by
the security forces in response to the protests of April 2006, documented in OHCHR public report
1
See report of the United Nations High Commissioner for Human Rights on the human rights
situation and the activities of her Office, including technical cooperation, in Nepal (A/HRC/4/97,
paras. 38-41).
(...) Most significantly, police should
ensure that they avoid excessive use of force. At the same time all segments of society should
engage only in peaceful forms of protest.

HUMAN RIGHTS SITUATION IN PALESTINE AND OTHER OCCUPIED ARAB TERRITORIES :WRITTEN SUBMISSION BY THE INDEPENDENT COMMISSION FOR HUMAN RIGHTS OF THE STATE OF PALESTINE : NOTE / BY THE SECRETARIAT
The Israeli occupying
forces have used lethal and excessive force against peaceful protestors, who posed no
immediate threat to the lives of Israeli soldiers. (...) The unarmed civilians in the Great March of Return have continued been targeted. Israel’s
use of excessive force and unjustified violence against protestors resulted in the killing of
104 civilians, including 15 children and two persons with disabilities. (...) Continued crimes and
excessive use of force against peaceful protestors, that are supported by a decision from the
highest military and political levels, require an investigation, with a particular focus on

WRITTEN SUBMISSION BY THE STATE OF PALESTINE: INDEPENDENT COMMISSION FOR HUMAN RIGHTS - NOTE BY THE SECRETARIAT
Constituting the source of conflict, apartheid is premised on
repressive practices and systematic excessive use of force. To ensure that it is sustained,
control is tightened over Palestinians, who are perceived as a threat to the existence of the
apartheid regime. (...) The IOF and settlers have assaulted Jerusalemites, raided the grounds and
violated the sanctity of the Al-Aqsa Mosque, and used excessive force against worshippers.
Protected by the IOF, settlers also attacked Palestinians. (...) According to a report released by the
Jerusalem Governor’s Office in April 2022, some 463 Palestinians were injured as a result
of the excessive force used by the IOF. Approximately 894 Jerusalemites were also arrested.

REPORT OF THE WORKING GROUP OF EXPERTS ON PEOPLE OF AFRICAN DESCENT ON ITS MISSION TO THE UNITED STATES OF AMERICA : NOTE / BY THE SECRETARIAT
The rapid negative
escalation of situations and the excessive use of force disproportionately used on African
Americans demonstrates this concern. (...) During the country visit,
the Working Group was informed about and observed the excessive control and supervision
targeting all levels of the lives of African Americans. (...) Zero tolerance policies and heavy-
handed efforts to increase security in schools have led to the excessive penalization and
harassment of African American children through racial profiling.

REPORT OF THE WORKING GROUP OF EXPERTS ON PEOPLE OF AFRICAN DESCENT ON ITS 12TH SESSION : ADDENDUM
The Working Group notes that young people of African descent are exposed to
“double victimization” in that they are both excluded from the protection of the State’s law
enforcement agencies and subjected to violent acts perpetrated by these agencies, including
excessive and disproportionate use of force. Such acts of impunity are clearly indicative of
a lack of familiarity and failure to comply with internationally accepted standards for the
rights of the child.
3. (...) Concerns were raised about institutionalized stereotypes
and excessive policing in areas inhabited by people of African descent. (...) They repeatedly complained of serious obstacles
to fair trial, including: widespread delays in the judicial process; the prolonged duration of
pretrial detention; the alarming number of prisoners who have not been convicted
(approximately 60 per cent of the prison population); the lack of guarantees of habeas
corpus and amparo, and the delays in processing such applications; excessive formalities;
the lack of legal aid; the limited number of court-appointed lawyers available for those in
conflict with the law; and the weak and inconsistent human rights culture in which judicial
officials operate.
