DRAFT SUPPLEMENT 2 TO THE 02 SERIES OF AMENDMENTS TO REGULATION NO. 100 (BATTERY ELECTRIC VEHICLE SAFETY)
Barriers, enclosures, solid insulators and connectors shall not be able to be opened, separated, disassembled or removed without the use of tools. However, connectors (including the vehicle inlet) are allowed to be separated without the use of tools, if they meet one or more of the following requirements: (a) They comply with paragraphs 5.1.1.1. and 5.1.1.2. when separated, or (b) They are located underneath the floor and are provided with a locking mechanism, or (c) They are provided with a locking mechanism. Other components, not being part of the connector, shall be removable only with the use of tools in order to be able to separate the connector, or (d) The voltage of the live parts becomes equal or below 60 V DC or equal or below 30 V AC (rms) within 1 s after the connector is separated. 5.1.1.1.

PROPOSAL FOR AN ELECTRIC VEHICLE REGULATORY REFERENCE GUIDE
IEC 62196-2 is a standard for dimensional compatibility and interchangeability of coupling systems for AC conductive charging, and contains three types of coupling systems: Type-1 is compatible with SAE J1772 and widely used in Japan and USA for vehicle inlet/connector, Type 2 is used in Europe for both vehicle inlet/connector and plug/socket outlet and Type 3 is used in some countries in Europe for plug/socket outlet. 53. (...) The EU generally adheres to the definitions contained in these IEC standards on a voluntary basis (European Mennekes connector). This is also true for Japan (Type 1 connector / SAE J1772). (...) The EU is in-line to adopt the a new EU Directive referencing the new IEC standard IEC 62196-3 on vehicle connectors, as well as existing standard IEC standard IEC 62196-2.

Any reprogrammable computer codes or operating parameters shall be resistant to tampering and afford a level of protection at least as good as the provisions in ISO DIS 15031-7, dated October 1998 (SAE J2186 dated October 1996), provided that the security exchange is conducted using the protocols and diagnostic connector as prescribed in paragraph 6.5. of annex II, appendix 1. The distance travelled by the vehicle while the MI is activated shall be available at any instant through the serial port on the standard link connector. 2/ _____________ 2/ This requirement is only applicable from 1 January 2003 t o new types of vehicles with an electronic speed input to th e engine management. (d) and e) are not applicable for category O2 trailers not equipped with an ISO 7638 connector. 38. Thus, paragraphs 5.2.2.24.3., 5.2.2.24.4. and 5.2.2.24.6. lay down the requirements when the primary power source for the braking system is not available from the ISO 7638:2003 connector but from another connector (e.g. 13-Pin ISO 11446:2004 connector used today by passenger cars and trailers of category O2). 39.
