.: General 31 July 2017 Arabic Original: English 040817 030817 17-13105 (A) *1713105* جملس األمن اجلمعية العامة السنة الثانية والسبعون الدورة احلادية والسبعون من جدول األعمال 31البند منع نشوب النزاعات املسلحة مااان املمثااائ الااادا إىل األمااال العاااا موجهاااة 2017متوز/يوليااا 26رساااالة مةر اااة جلمهورية مولدوفا لدى األم املتحدة بنــاع ع ــل ما مــاك مــن تشــ من حملــيه إع حت ــا ــر ةعــلع بيملــاع ــ م لــدو ا 2017مت ز/ ل ـــــــر 21بلـــــــاع القـــــــحار الاـــــــ اك الاقـــــــشي اليو ـــــــ مـــــــن ة ـــــــ م الب ـــــــد املـــــــ املي ق(. )الظي م م هذه الي ـال ومي ا ـا تعتبا ـا وة اـ مـن وجلمـق ااما ـ الاامـ ة ـا وح ج ممتنا ما من جدول األعمال ومن وجلمق جم س األمن. 31البند مورارو شت )م ع( القـفري املمثا الدامم A/71/997 S/2017/652 2/3 17-13105 املوجهة إىل األمل العا من املمثئ 2017حزيران/يوني 26مرفق الرسالة املةر ة جلمهورية مولدوفا لدى األم املتحدةالدا ]األصا: تإللش ز واليو [ 21 July 2017 DECLARATION of the Parliament of the Republic of Moldova on the withdrawal of Russian military forces from the territory of the country In view of the provisions of the Constitution of the Republic of Moldova, according to which the Republic of Moldova is a sovereign, independent, unitary and indivisible state with inalienable territory, Emphasising the constitutional provisions on the permanent neutrality and non- admission of the stationing of other states’ military troops on its territory, Conscious of the fact that defending the territorial integrity and the security of the state is a priority for the foreign and internal policy of the Republic of Moldova, Underlining the need to consolidate national security as an indispensable element of re- gional security, Reconfirming the Declaration of the Parliament of the Republic of Moldova on the invi- olability of the sovereignty, independence and permanent neutrality of the Republic of Moldova, adopted on 31 March 2016, Noting with regret, today, on the 25th anniversary of the ceasing of the hostilities on the river Nistru, the failure to respect stringently the provisions of the Agreement on the principles regarding the peaceful settlement of the armed conflict in the Transnistrian region of the Republic of Moldova signed on 21 July 1992, especially with respect to the withdrawal of the Russian army from the territory of the country, THE PARLIAMENT OF THE REPUBLIC OF MOLDOVA DECLARES that the continuous stationing of the troops of the Russian Federation and the strengthening of their military presence in the eastern part of the Republic of Moldo- va are violations of the constitutional provisions, especially with respect to the inde- pendence, sovereignty, territorial integrity and permanent neutrality of the Republic of Moldova, as well as of the international law; CONSIDERS that the maintaining on the territory of the Republic of Moldova of a con- siderable amount of ammunition, arms and military equipment is a constant threat to re- gional and European security and stability, in general; A/71/997 S/2017/652 17-13105 3/3 INVITES the mediators and observers in the process of settlement of the Transnistrian conflict to initiate political discussions regarding the transformation of the current peacekeeping mechanism in a civil mission with international mandate; APPEALS to the Russian Federation to resume and finalise the process of withdrawal of its troops and also withdraw its ammunition, arms and military equipment from the terri- tory of the Republic of Moldova, in accordance with the relevant principles of the inter- national law and its international commitments; ADDRESSES all international organisms and states of the world the appeal to support its initiative on preserving the sovereignty, independence, territorial integrity and neu- trality of the Republic of Moldova, as well as to contribute, to the same extent, to the consolidation of its efforts directed towards safeguarding the security of the state; UNDERLINES, in its capacity as supreme representative body of the people and single legislative power, that it will continue to expend every effort for the maintenance of the statehood of the Republic of Moldova, for the social and economical development of the country, for the enhancement of the wellbeing of the people and in order to ensure the security of the citizens; DEMANDS the Government and the President of the Republic of Moldova to promote, through all the means they hold, the adoption of a Resolution by the General Assembly of the United Nations regarding the withdrawal of Russian military troops illegally sta- tioning on the territory of our country; URGES all the parties involved to treat this declaration as a manifestation of the peace- ful and friendly character of the existence and development of our state and as a guaran- tee of the maintenance of peace and stability both on the territory of the Republic of Moldova and in the region.

- Palestinian land is confiscated for the purpose of constructing settlements and relevant transport systems, resulting in less space for Palestinian construction, depriving Palestinian citizens of using their land, and putting Palestinian homes at risk of demolition. (...) Practical action will be taken to stop settlement activity and foster the implementation of UNSC Resolution 2334, which calls for cessing all settlement activities immediately and completely, putting an end to violations of International Law and human rights abuses, and taking action against Israeli encroachments across the oPt. The ICHR calls on the international community to meet its obligations fully and put in place mechanisms for immediate intervention by UN agencies to put pressure on and oblige Israel to comply with the resolution of international legitimacy.

The Israeli forces targeted farmers and shepherds in the buffer zone near the perimeter fence east and north of the Gaza Strip, putting their lives at risk. In addition, the Israeli occupying forces attacked and prevented Palestinian farmers from using their agricultural land. (...) ICHR calls on the UNHRC and international community to take immediate action and bear their legal and moral responsibilities for putting an end to Israeli settlement activity plans across oPt.

It is necessary that the reports submitted to the Human Rights Council continue to propose recommendations calling for ensuring and respecting the rights of the Palestinian people A/HRC/47/NI/3 5 GE.21-08123 under the Israeli colonial occupation and putting an end to the policy of discrimination and apartheid. (...) As any international solution, that falls short of putting an end to the Israeli colonial occupation and apartheid in accordance with the principles of justice will be incomplete and thus will not end the existing conflict.

Scotland’s National Action Plan will build on these commitments and ensure that Scotland plays a key role in sharing with other countries its own experience of putting people and human rights at the heart of climate policy.

• Will ensure dialogue and wide consultations with all stakeholders especially the victims of conflict, communities, political parties, civil society representatives, the military as well as the High Commissioner and his Office, bilateral partners, and other international organisations in putting in place mechanisms and measures that will facilitate the right to know, right to justice, reparations and guaranteeing non-recurrence with the aim of achieving reconciliation and durable peace to ensure long-term progress of all her citizens

Most recently, the COVID-19 pandemic has demonstrated how global health crises can affect our life, inter alia, by putting immense burden on the healthcare, social and economic systems of all countries. (...) We commend many global initiatives, including those put forward on behalf of the Non- Aligned Movement, such as convening of the Special Session of the United Nations General Assembly, as well as adoption by the United Nations Human Rights Council and the General Assembly of the resolutions on equitable, affordable, timely and universal access for all countries to vaccines, which aimed at drawing the attention of the international community to the importance of urgent concerted efforts and burden sharing to address the pandemic.

In these unprecedented times, she called for employing all resources at our disposal to help put an end to violence and promote peace and stability. (...) The panelists pointed out that the “Media- tion for Peace” initiative as well as the Groups of Friends of Mediation that Türkiye co-chairs have helped a great deal in putting media- tion high on the international community’s agenda. (...) Participants commended the relevance of the topics discussed in the İstanbul Mediation Conference and appreciated the opportunity to contribute to putting the spotlight on me- diation. Final Words

It is our hope that the Zambian Government’s firm commitment to putting in place a UPR implementation mechanism with a clear time bound implementation action plan combined with the resolve of the member states some of whom participated in the UPR for Zambia to assist by sharing experiences and capacity development, will enhance the progressive realisation of human rights in Zambia.

In reaching its decision regarding the dissolution of the Network, the Council shall expend every effort at arriving at a consensus.
