The prioritization of islands for different types of preventive engineering measures, such as protective barriers and reclamation projects, as well as repairs of damage regularly incurred to housing and infrastructures on the islands and environmental projects, is a matter of intense competition and controversy in the country, which must be dealt with in accordance with principles of transparency, consultation and impartial environmental risk and needs assessments.
