The official propaganda does not disdain to use any means to put the blame for the tragedy on the Armenian side and inject a new portion of hatred towards Armenians into the conscious of the international community and in the opinions of its own people. (...) Nonetheless, the column of civilians, as it was noted above, was fired at near the approaches to Aghdam, on the border between the NKR and the Aghdam region of Azerbaijan, and this was later confirmed by Mutalibov who interpreted this criminal act as the opposition’s attempt to remove him from his position by putting the blame for all that had happened on him. (...) It is quite obvious that the bodies’ positioning was changed to put all the blame for the events on the Armenians, making the semblance of the Khojalu inhabitants having been killed as a result of the fire from the Armenian side.

(...) They were illicitly transfered from the occupied territories, misappropriated, modified for the purpose of destruction or concealing the cultural, historical and scientific essence of it, moreover, the purpose of use of some has been deliberately changed, as a result of which cultural institutions, real or personal estates that worth billions of AZNs have been deliberately destroyed by putting fire, blasting or other hazardous ways.

He notes that Fiji is addressing that past by putting into place new institutions, laws and a new Constitution. (...) Concerns have been raised that the limits placed on their ability to own land and consequent dependency on the iTaukei constitutes de facto discrimination.27 Currently there are ongoing tensions over the proposed restructuring of the sugar industry put forward by the Government. If not, they are put in so-called “separation detention” in order to arrange for their removal. 10. (...) More disturbing is the second case, the putting of individual detainees thought to be “risks” in “observation cells” fitted with cameras. (...) Among the prerogatives of the public powers can be cited: the surveillance of the detention of unlawful non-citizens (who in any case are incarcerated without any form of judicial control); the exercise of the power to discipline (e.g. putting in isolation); maintaining order (the use of clubs, handcuffs, a water cannon in Woomera); the equipping of a special anti-riot unit at Woomera; the setting by ACM (in accordance with section 256 of the Migration Act) of conditions on access to the centres by lawyers and other professionals.
