Since peacefully seceding from the Yugoslav Federation in 1991, the former Yugoslav Republic of Macedonia has experienced ethnic tensions on several occasions, culminating in 2001 in a conflict between Albanian rebels and Macedonian police and armed forces. (...) The combination of the financial risk experienced by media which are critical of the authorities and often targeted by lawsuits, and the disadvantage they are at in terms of access to State advertising seems to be gradually restricting the plurality of opinion in the media landscape in favour of media aligned with the Government. (...) In their meetings with the Special Rapporteur, representatives of the Association of Journalists of Macedonia, established in 1946, and of the Independent Trade Union of Journalists, established in 2011, on one side, and of the Macedonian Association of Journalists, established in 2002, on the other, presented very different views with regard to the challenges experienced by journalists and the media. 43. Representatives of the Association of Journalists and of the Independent Trade Union reported multiple concerns with regard to the diminishing pluralism in the media, the selective enforcement of legislation against journalists critical of the authorities and the undue pressure exercised by media owners against members of that organization, possibly influenced by governmental pressure.

As a subject of academic study, “election-related killings” barely exist, although the broader subject of election-related violence has experienced important recent growth. 4. In part II of the report, the Special Rapporteur proposes a working definition of election-related killings. (...) One such study noted that, while it is generally accepted that electoral violence is most linked to developing countries, most States have at some point experienced varying degrees of election violence.61 In discussing this point further, Laakso explains the reasons why poverty may be a factor in election violence (e.g., the ease with which poor youth might be mobilized to violence), but shows that numerous poor countries have not experienced violence, and that others experiencing growth have had violence. They also provided testimony of observing and experiencing ailments that they had never experienced before, including cancers and growth retardation in children. 7 According to the United Nations Scientific Committee on the Effects of Atomic Radiation, the global average radiation dose from natural background sources is 2.4 millisieverts (mSv) per year. (...) Some gave birth to babies that ultimately died from foetal disorders, and they still endured the shame and trauma they experienced as a result. The extent to which ra- dionuclides were actually present in the breast milk of women exposed to the testing is un- clear, making it also difficult to assess the risks to individuals who were breastfed by those women. (...) The Special Rapporteur heard the accounts of women survivors of the shame that they had experienced during the relocation process, when they were subjected to examina- tions with Geiger counters while naked and hosed down with liquid in the presence of their male relatives, as well as enduring on-site analysis of their pubic hair by American male personnel.
