Many of them
also suffered displacement, loss of property and of access to such services as education and
health. Women experienced the loss of loved ones and saw their capacity to fulfil their
traditional roles limited by the fear and trauma they had experienced during the conflict.9
13. (...) Approximately 64 per cent of women aged between 15 and 49 years and who had been in a
relationship reported having experienced physical and/or sexual violence by an intimate
partner.15 It also found a significant overlap of emotional, physical and sexual violence
against women perpetrated by intimate partners, with 58 per cent of respondents having
experienced both physical and sexual violence, 14 per cent physical violence only, and 28
per cent sexual violence only.16 Another important finding was that 90 per cent of women
who reported having experienced violence had experienced it at the hands of an intimate
partner, 30 per cent of both intimate and non-partners, and only 10 per cent of women aged
between 15 and 49 years exclusively at the hands of a non-partner. (...) For example, 19 per cent
of women who had experienced intimate partner violence had had their earnings or savings
taken from them by their partners, against only 5 per cent of women who had not
experienced physical or sexual violence by their partners.21

As national
human rights institutions (NHRIs), we experience first hand the difficulty of working with
little to no data on how and to what extent older persons enjoy and exercise their human
rights. (...) After the webinar organized by the
GANHRI on June 22, 2020, entitled “Protecting and Promoting the Rights of Older Persons
in COVID-19 Responses and Recovery: The Role and Experiences of National Human
Rights Institutions,” the Working Group has adopted ten practical recommendations for
NHRIs around the world to enhance their mandates and more visibly and proactively
advocate for human rights-based approaches and solutions in response to the risks, actual
threats, and violations experienced by older persons amid the COVID-19 pandemic. (...) An intersectional approach acknowledges
the complexity of discrimination older persons experience and takes into account the
multiple and compounded disadvantages and inequalities they have experienced over
their life course.

REPORT OF THE INDEPENDENT EXPERT ON THE ENJOYMENT OF ALL HUMAN RIGHTS BY OLDER PERSONS ON HER MISSION TO NAMIBIA :NOTE / BY THE SECRETARIAT
Ageing is nonetheless of particular concern in the region and in Namibia,
as the projected growth rate of the older population of sub-Saharan Africa is expected to be
faster than that experienced by any other region since 1950.3 In 2015, there were 46 million
people aged 60 years or over in sub-Saharan Africa, as compared with 23 million in 1990.
(...) In its 2006 report on the status and living conditions of older people in Namibia, the
Ministry of Health and Social Services reported that an alarming 21 per cent of older
persons had experienced physical abuse, 7 per cent had experienced sexual abuse and 18
per cent had been emotionally abused.
34. Another concern is financial abuse experienced by older persons, particularly in the
form of the misuse of their old-age grants to meet young people’s or caregiver’s needs,
