States Parties recognize the right of the child to be protected from economic exploitation and from performing any work that is likely to be hazardous or to interfere with the child's education, or to be harmful to the child's health or physical, mental, spiritual, moral or social development. 2. (...) Article 34 States Parties undertake to protect the child from all forms of sexual exploitation and sexual abuse. For these purposes, States Parties shall in particular take all appropriate national, bilateral and multilateral measures to prevent: (a) The inducement or coercion of a child to engage in any unlawful sexual activity; (b) The exploitative use of children in prostitution or other unlawful sexual practices; (c) The exploitative use of children in pornographic performances and materials. To enhance coordination and ensure sustained high-level attention on the issue, the Secretary-General mandated the Special Coordinator on improving United Nations response to sexual exploitation and abuse to coordinate the implementation of the strategy throughout the United Nations system and ensure a harmonized approach through the development of aligned mechanisms and procedures, standardized protocols and tools. The term also encompasses trafficking in persons when committed in situations of conflict for the purpose of sexual violence or exploitation. A consistent concern is that fear and cultural stigma converge to prevent the vast majority of survivors of conflict-related sexual violence from coming forward to report such violence.

Australia unreservedly condemns sexual exploitation and abuse. Such behaviour by UN personnel exploits the vulnerability of the people they have been sent to help; it undermines the legitimacy of the UN and it disrespects the vast majority of UN personnel who serve honourably. Any allegations of exploitation and abuse need to be investigated, and any criminal acts brought to justice. (...) For our part, Australia is pleased to join the Circle of Leadership and to sign the Voluntary Compact on sexual exploitation and abuse. These steps are a demonstration of our commitment to assist the UN to prevent sexual exploitation and abuse.
